Naqvi said the area up to Centaurus Mall was now clear and the police would carry out further clearance operations in the area tonight.<\/p>\n<p>\u201cIt is the effort of my team to bring life to routine as quickly as possible.\u201d<\/p>\n<p>He said 31 Islamabad police and 75 Punjab police personnel were injured but had not opened fire on the protesters in line with the government\u2019s policy to avoid a loss of life.<\/p>\n<p>\u201cThe strictest of action will be taken against whoever was involved in this episode, no matter if they\u2019ve been arrested or not, no matter who they are, from those who ordered all the way down to the worker and you will see this in the coming days because we cannot afford this drama that Islamabad is our capital and you assault it every other day.\u201d<\/p>\n<p>He reiterated that all those involved, including CM Gandapur, would be strictly pursued.<\/p>\n<p>Separately, KP Governor Faisal Karim Kundi hinted at the potential implementation of governor\u2019s rule. During an interview on <em>DawnNewsTV<\/em> show \u2018Doosra Rukh\u2019, the governor maintained that whatever was present in the Constitution \u201cis an option for us\u201d.<\/p>\n<p>\u201cIf the situation gets out of hand, we will take the decision. If we need to perform an amputation to save the body, we will do so,\u201d he added, stating that governor\u2019s rule had been implemented in the past.<\/p>\n<p>\u201cIf Pakistan\u2019s democracy is at risk, there is no shame in taking harsh decisions for the sake of the country,\u201d he said.<\/p>\n<figure class=\"media  w-full  w-full  media--stretch  media--embed  \">\n<p><div class=\"ast-oembed-container \" style=\"height: 100%;\"><iframe title=\"Gandapur&#039;s Leadership Under Fire: Government Crackdown Expected? | | Doosra Rukh | Dawn News\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/7DR5PKgglJ8?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div>\n<\/p>\n<\/figure>\n<p>Meanwhile, the situation in the capital continued to remain tense today, a day after <a href=\"https:\/\/www.dawn.com\/news\/1862987\">violent clashes<\/a> between PTI supporters and the police, while the party decided to go ahead with its Lahore protest amid blockades and high security.<\/p>\n<p>Life in the capital and adjacent Rawalpindi remained disturbed for a second consecutive day with mobile network services suspended and major roads and entry points still blocked by containers.<\/p>\n<p>Hundreds of PTI activists, including senior leaders, had gathered at multiple locations in Islamabad on Friday \u2014 defying heavy <a href=\"https:\/\/www.dawn.com\/news\/1862926#:~:text=it%20has%20finalised-,preparations,-to%20stop%20the\">police blockades<\/a> and road closures \u2014 for its planned protest at D-Chowk despite Section 144 in force.<\/p>\n<figure class=\"media  sm:w-1\/2  w-full  media--right  media--embed  media--uneven\">\n<p>    <iframe class=\"nk-iframe\" onload=\"setInterval(()=&gt;{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" style=\"height:250px;position:relative\" src=\"https:\/\/www.dawn.com\/news\/card\/1863167\" sandbox=\"allow-same-origin allow-scripts allow-popups allow-modals allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>Resultantly, Islamabad police rounded up <a href=\"https:\/\/www.dawn.com\/news\/1863167\/dozens-arrested-as-pti-defies-blockades-to-reach-d-chowk\">over 100<\/a> PTI members and supporters as violent clashes between protesters and law enforcement officials were reported throughout the day, with several instances of stone-pelting and tear gas exchanges being witnessed.<\/p>\n<p>According to a <em>Dawn.com<\/em> correspondent in Islamabad, the major and link roads between the twin cities and entry points connecting from Motorway M1, M2 and Grand Trunk Road were still blocked by containers on Saturday.<\/p>\n<p>He added that except for PTCL and Nayatel broadband services, all other mobile and internet services were down, causing major issues for the local residents. Schools were also closed in both cities for a second day.<\/p>\n<p>Interestingly, the <a href=\"https:\/\/www.dawn.com\/news\/1862734\">indictment<\/a> of Imran and his wife Bushra Bibi in a <a href=\"https:\/\/www.dawn.com\/news\/1857946\">Toshakhana<\/a> graft case, which had been earlier deferred until today (October 5), was once again postponed due to the situation in Rawalpindi.<\/p>\n<p>As roads remained blocked in the garrison city, the judges could not reach Adiala Jail to conduct the hearing. Subsequently, the hearings of Imran\u2019s Toshakhana and <a href=\"https:\/\/www.dawn.com\/news\/1862734\/imrans-indictment-in-new-toshakhana-case-deferred#:~:text=to%20Oct%205.-,%C2%A3190m%20case,-The%20defence%20counsel\">\u00a3190m<\/a> graft cases were adjourned till October 7 and October 8, respectively.<\/p>\n<p>Meanwhile, <em>PTV<\/em> said more soldiers were deployed to make security arrangements in the federal capital \u201cfool-proof\u201d.<\/p>\n<p>A statement issued on its X account said that the army took up security duties at Srinagar highway and that it would deal with any mischief in the federal capital with \u201ciron hands\u201d.<\/p>\n<p>\u201cPakistan Army has taken over all the routes leading to D Chowk in Islamabad. For law enforcement, Pakistan Army is carrying out responsibilities together with local administration,\u201d the statement said.<\/p>\n<p>An earlier statement issued by <em>PTV<\/em> said army troops were actively patrolling the city to deal with any emergency. \u201cThe army has also been given clear and unambiguous rules of engagement. No miscreants will be allowed to disrupt law and order,\u201d the statement said.<\/p>\n<h2><a id=\"pti-supporters-reach-d-chowk\" href=\"#pti-supporters-reach-d-chowk\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>PTI supporters reach D-Chowk<\/h2>\n<p>PTI supporters flocked to D-Chowk as heavy rain in Islamabad dampened the effect of tear gas shelling by the police.<\/p>\n<p>A <em>Dawn.com<\/em> correspondent present at the scene said PTI protesters occupied D-Chowk as police were forced back after smoke from the shot tear gas shells flowed back over to the law enforcement personnel due to the strong gusty winds.<\/p>\n<p>Law enforcement personnel later returned to D-Chowk after the rain subsided.<\/p>\n<p>The PTI also shared footage of its supporters thronging D-Chowk.<\/p>\n<p>The party said its political committee decided that the protest would continue and demanded the immediate release of Khyber Pakhtunkhwa Chief Minister Ali Amin Gandapur.<\/p>\n<h2><a id=\"ihc-orders-administration-to-designate-area-for-protests\" href=\"#ihc-orders-administration-to-designate-area-for-protests\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>IHC orders administration to designate area for protests<\/h2>\n<p>Separately, the Islamabad High Court ordered that the federal government and city administration designate a space and facilitate protests by the PTI.<\/p>\n<p>The IHC recognised that \u201clife in ICT has come to a halt\u201d, stating that students could not sit examinations and access to the airport and medical facilities had been affected.<\/p>\n<p>It noted that the right to protest was protected under Articles 16 and 17 of the Constitution, however, it was \u201csubject to reasonable and proportional restrictions in accordance with law\u201d.<\/p>\n<p>It also noted that the army had been deployed and that the federal government had a responsibility to \u201censure that the law and order situation in ICT is maintained by imposition of reasonable and proportional measures to ensure safety and public order\u201d.<\/p>\n<p>The court ordered that \u201cin view of the said position, no unlawful assembly shall be allowed to be held in ICT keeping in view the provisions of Peaceful Assembly and Public Order Act, 2024\u201d.<\/p>\n<p>However, it also ordered that \u201cthe ICT administration and the federal government shall ensure that the assembly is held at the designated place and the participants of this protest are facilitated in that regard.\u201d<\/p>\n<p>It ordered that the federal government and the capital administration designate a zone for the PTI to stage its protest and facilitate the party.<\/p>\n<p>The court also ordered that there would be no \u201cunlawful\u201d protests in Islamabad during the period of the SCO Summit.<\/p>\n<h2><a id=\"confusion-over-kp-cms-arrest\" href=\"#confusion-over-kp-cms-arrest\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Confusion over KP CM\u2019s arrest<\/h2>\n<p>PTI leaders and officials from KP retracted claims about CM Gandapur\u2019s arrest but said that Rangers personnel were present in Islamabad\u2019s KP House.<\/p>\n<p>They earlier claimed that Rangers personnel \u201cforcefully entered\u201d KP House to arrest CM Gandapur after he arrived in the capital to become a part of his party\u2019s protest.<\/p>\n<p>However, KP government spokesperson Barrister Muhammad Saif subsequently said in a statement on X: \u201cThe KP CM has not been formally arrested, a heavy contingent of Rangers and police are present at the KP House. The KP CM is on bail till October 25. If arrested, it will be an insult to the mandate of the people of KP, the fake government will have to answer for such unconstitutional and illegal actions.\u201d<\/p>\n<p>Nawaz Mehmood, PTI KP\u2019s deputy general secretary, also said that Gandapur had not been arrested. However, he said CM Gandapur was detained inside KP House in the capital by law enforcement personnel.<\/p>\n<p>Mehmood told <em>Dawn.com<\/em> that the party\u2019s protest would continue at D-chowk as planned.<\/p>\n<p>State broadcaster <em>PTV<\/em> also issued a statement which said that \u201csources are saying that the news of the arrest of Ali Amin Gandapur is wrong.\u201d<\/p>\n<p>Another statement by <em>PTV<\/em> also said that reports about the presence of Rangers were \u201cbaseless and fabricated\u201d.<\/p>\n<p>Another also reiterated that CM Gandapur was not arrested and further rubbished reports of firing by security forces.<\/p>\n<p>The PTI, which also held a protest in Lahore, earlier claimed in a post on X, saying: \u201cRangers have forcefully entered KP House and launched an aggressive attack in an attempt to arrest CM KP Ali Amin Gandapur.<\/p>\n<p>\u201cThis blatant abuse of power is deeply shameful, raising serious concerns about the state of lawlessness in Pakistan.<\/p>\n<p>\u201cAfter failing to stop the public from reaching Islamabad, they have now resorted to arresting a sitting chief minister of a province.<\/p>\n<p>\u201cThose in key institutions are determined to push the country towards anarchy, solely to retain their illegitimate power, without realising the irreparable damage they are inflicting on Pakistan.\u201d<\/p>\n<p>PTI leader Zulfi Bukhari alleged that CM Gandapur was being \u201cheld hostage in exchange for calling off the protest\u201d.<\/p>\n<p>It remained unclear in what case the Rangers could be seeking Gandapur\u2019s possible arrest as the Peshawar High Court had on Friday <a href=\"https:\/\/www.dawn.com\/news\/1863059\/high-court-grants-protective-bail-to-gandapur\">granted<\/a> protective bail to him till Oct 25, directing the law enforcement agencies not to arrest him in cases registered against him in Islamabad and the Punjab province.<\/p>\n<p>Separately, a Special Anti-Terrorism Court Judge Javed Iqbal Sheikh had previously <a href=\"https:\/\/www.dawn.com\/news\/1863106\/gandapur-granted-pre-arrest-bail\">extended<\/a> the PTI leader\u2019s pre-arrest bail until Oct 17.<\/p>\n<h2><a id=\"kp-cm-reaches-capital-as-pti-to-continue-protest\" href=\"#kp-cm-reaches-capital-as-pti-to-continue-protest\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>KP CM reaches capital as PTI to continue protest<\/h2>\n<p>CM Gandapur reached the capital earlier in the day after PTI founder<br \/>\nImran renewed his call for the demonstrations, asking people to continue their journeys towards D-Chowk, as well as Lahore\u2019s Minar-i-Pakistan for the planned rally there.<\/p>\n<p>\u201cYou showed unfaltering resilience and courage as you came out yesterday and overcame unbelievable obstacles,\u201d the former premier said according to a <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/x.com\/ImranKhanPTI\/status\/1842495895746564375\">post<\/a> on his X account.<\/p>\n<p>\u201cI especially want to commend our people from KP, North Punjab and Islamabad,\u201d he added, saying they \u201cdefeated insurmountable obstacles, including shelling, chemicals fired from helicopters, trenches and nails on the motorway\u201d.<\/p>\n<p>The post, quoting Imran, called on the people to move towards Minar-i-Pakistan, adding that if they were unable to make it to Lahore, they should join the protest in their cities.<\/p>\n<p>\u201cThis is a fight for our <em>Haqeeqi Azadi<\/em> (true freedom),\u201d he said.<\/p>\n<p>In a <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/x.com\/PTIofficial\/status\/1842504830180266397\">post<\/a> on X at around 3pm, the PTI announced the arrival of its procession from KP in Islamabad, which CM Gandapur was leading.<\/p>\n<p>According to a <em>Dawn.com<\/em> correspondent present at the scene, Rangers followed the chief minister inside the KP house.<\/p>\n<p>A heavy contingent of the police and Rangers stormed the house, the PTI said in a post on X.<\/p>\n<p>Authorities had earlier dug trenches and placed iron nails on a stretch of the Islamabad-Peshawar motorway to prevent the caravan from reaching the capital.<\/p>\n<p>In another <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/twitter.com\/PTIofficial\/status\/1842499265630773563?ref_src=twsrc%5Etfw%7Ctwcamp%5Etweetembed%7Ctwterm%5E1842499265630773563%7Ctwgr%5E%7Ctwcon%5Es1_&amp;ref_url=about%3Asrcdoc\">post<\/a>, the PTI alleged \u201cNaqvi and PML-N have ordered massive tear gas shelling at D-Chowk\u201d, sharing a purported video of the same.<\/p>\n<p>Mehmood, who was present with protesters at Jinnah Avenue, told <em>Dawn.com<\/em> that their protest for the release of Imran and his fellow party leaders would continue at D-Chowk.<\/p>\n<p>He urged party workers to avoid damaging public property, claiming that he saw plain-clothed people from security agencies trying to do the same to \u201crepeat May 9\u201d incidents.<\/p>\n<figure class=\"media  sm:w-1\/2  w-full  media--right  media--embed nationals were arrested in the past 48 hours, with 41 of them \u201ccaught\u201d in yesterday\u2019s clashes between the PTI and the Islamabad police.<\/p>\n<p>Speaking to the media in Islamabad today, Naqvi said: \u201cForty-one Afghan nationals were caught in yesterday\u2019s clashes and a total of 120 Afghan nationals in the previous 48 hours, which is alarming [\u2026] a country\u2019s own public protesting is a separate thing.\u201d<\/p>\n<p>He further said that the capital police were fired at near Pathargarh, where he said CM Gandapur\u2019s caravan passed through.<\/p>\n<p>\u201cThey were firing tear gas. The [PTI] leadership who ordered this is responsible. autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div>\n<\/p>\n<\/figure>\n<h2><a id=\"punjab-deploys-army\" href=\"#punjab-deploys-army\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Punjab deploys army<\/h2>\n<p>Meanwhile, amid the PTI\u2019s plan to hold a protest at Lahore\u2019s Minar-i-Pakistan, the Punjab government issued orders for army troops to be deployed, allowing it to take certain measures to \u201cmaintain law and order\u201d.<\/p>\n<p>The PTI called its planned protest \u2014 to demand a cut in inflation, independence of the judiciary and Imran\u2019s release \u2014 a \u201cdo or die\u201d, despite all entry and exit points of Lahore being <a href=\"https:\/\/www.dawn.com\/news\/1863122\/police-heavily-barricade-lahore-to-thwart-ptis-protest-plan\">heavily barricaded<\/a> amid a ban on rallies under Section 144.<\/p>\n<p>The Punjab Home Department issued orders for the \u201crequisition\/deployment of troops of Pakistan Army in aid of civil power for maintaining law and order situation\u201d in the province.<\/p>\n<p>Its notification issued on Saturday, seen by <em>Dawn.com<\/em>, set the Rules of Engagement (ROEs) for the army.<\/p>\n<p>It specified that the armed forces, civil armed forces and police would be deployed \u201caround the airbase\/ airport, routes, venues, accommodation, etc, falling within the territorial jurisdiction\u201d of Punjab to maintain law and order as well as provide security to foreign delegates during the upcoming <a href=\"https:\/\/www.dawn.com\/news\/1863012\">SCO summit<\/a>.<\/p>\n<p>Under the ROEs, the armed forces would be \u201callowed to take such measures as warranted by the situation, including using of firearms\u201d.<\/p>\n<figure class=\"media  sm:w-1\/2  w-full  media--right  media--embed  media--uneven\">\n<p>    <iframe class=\"nk-iframe\" onload=\"setInterval(()=&gt;{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" style=\"height:250px;position:relative\" src=\"https:\/\/www.dawn.com\/news\/card\/1863122\" sandbox=\"allow-same-origin allow-scripts allow-popups allow-modals allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>\u201cExact contours of deployment of armed forces will be determined by the military commander on ground in consultation with police commander,\u201d the notification read.<\/p>\n<p>The ROEs enable the local commander to employ certain measures in the event they are \u201cpreempted to get any information of any threat or are attacked or threatened by hostile elements\u201d.<\/p>\n<p>In the absence of local police authorities, the rules allow the armed forces to \u201cdetain any person who commits or threatens to commit a crime\u201d.<\/p>\n<p>The rules include \u201cshow of force, including the use of Riot Control Agents (RCAs)\u201d; \u201cwarning shot may be fired over the heads of hostile elements\u201d; that a \u201chostile fire should be returned effectively and promptly to stop hostile act\u201d; and \u201cunrestricted use of electronic monitoring as deemed appropriate by local commander\u201d.<\/p>\n<p>\u201cUse of minimum force under the circumstances and proportionate to threat, however, no rule\/ legal procedure limits one\u2019s right to take appropriate action to defend himself and the infrastructure\/ entities entrusted to him,\u201d one of the rules read.<\/p>\n<p>A statement from Lahore\u2019s Edhi Information Bureau said that the entrances and exits of the entire city were closed and the charity had deployed its ambulances at important points in Lahore.<\/p>\n<p>\u201cFifty Edhi ambulances and 150 Edhi volunteers are performing duty in Lahore city,\u201d said a spokesperson for the foundation.<\/p>\n<p>The spokesperson added that keeping in view the situation in Lahore, Edhi volunteers were ready for any emergency.<\/p>\n<h2><a id=\"ptis-karachi-headquarters-raided\" href=\"#ptis-karachi-headquarters-raided\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>PTI\u2019s Karachi headquarters raided<\/h2>\n<p>PTI\u2019s Karachi head office Insaf House was also raided with police allegedly arresting party workers.<\/p>\n<p>According to a statement released by PTI Karachi Information Secretary Fauzia Siddiqui, the party\u2019s Karachi Chief Secretary Arsalan Khalid condemned the raid, stating that party workers and Insaf House staff were arrested from the premises and even their homes.<\/p>\n<p>\u201cThe Sindh Government has gone mad,\u201d Khalid said in the statement.<\/p>\n<p>\u201cThey (the police) have completely surrounded Insaf House and are arresting party workers and staff members.
