United Nations Secretary General Antonio Guterres is convening another conference on Afghanistan in Doha next month as part of diplomatic efforts to follow coordinated international efforts in dealing with the de facto regime of Afghanistan.<\/p>\n

This will be the third UN sponsored conference, which seeks consensus among the key stakeholders on the way forward for Afghanistan.<\/p>\n

The last meeting was held in February which was attended by special representatives of 25 countries besides civil society activists from Afghanistan. The Afghan Taliban were invited for the first time at the conference but they boycotted it by raising objections over the invitation to other Afghan representatives and agenda of the conference.<\/p>\n

The Taliban government also opposed the proposal, part of the UN’s recommendations regarding the appointment of a UN special envoy on Afghanistan.<\/p>\n

The February 18-19 conference could not make a serious headway as the UN Secretary General decided to consult the Taliban and other stakeholders to develop consensus.<\/p>\n

It is expected that the Taliban government may attend the upcoming meeting as many believed that its move to skip the last huddle was a mistake.<\/p>\n

The February conference had delivered a clear message to\u00a0the\u00a0Afghan Taliban that any international recognition would require\u00a0the\u00a0de facto authorities in Kabul to fulfill key conditions that include not allowing\u00a0the\u00a0Afghan soil to be\u00a0the\u00a0\u2018hotbed\u2019 of terrorist activities, inclusive government and respecting\u00a0the\u00a0human rights particularly\u00a0the\u00a0rights of women and girls.<\/p>\n

However,\u00a0the\u00a0two-day\u00a0conference\u00a0concluded in\u00a0the\u00a0Qatari capital without an agreement on\u00a0the\u00a0proposal regarding\u00a0the\u00a0appointment of\u00a0UN\u00a0special envoy for Afghanistan.<\/p>\n

The\u00a0conference\u00a0was convened by\u00a0the\u00a0UN\u00a0Secretary General and attended by special envoys of 25 countries including Pakistan.<\/p>\n

The\u00a0absence of\u00a0the\u00a0Taliban representative seems to have delayed\u00a0the\u00a0decision on\u00a0the\u00a0appointment of a\u00a0UN\u00a0special envoy on Afghanistan.<\/p>\n

UN\u00a0Secretary General Guterres told reporters in\u00a0Doha\u00a0that it was decided that he would initiate consultations on\u00a0the\u00a0proposal.\u00a0The\u00a0decision to appoint\u00a0the\u00a0UN\u00a0special envoy would be taken in consultations with stakeholders and\u00a0the\u00a0de facto Afghan authorities.<\/p>\n

The\u00a0proposal to appointment a\u00a0UN\u00a0Special envoy was part of\u00a0the\u00a0recommendation submitted to\u00a0the\u00a0UN\u00a0Security Council by a special coordinator in November.<\/p>\n

The\u00a0UNSC adopted\u00a0the\u00a0resolution in December, endorsing\u00a0the\u00a0move. But two key players and veto wielding powers including Russia and China abstained from\u00a0the\u00a0process.<\/p>\n

Russia declined to attend\u00a0the\u00a0civil society session, backing\u00a0the\u00a0Afghan Taliban stance that selection of Afghan representatives should have been done more transparently.<\/p>\n

Pakistan, meanwhile, supported\u00a0the\u00a0idea of inviting Afghan civil society activists and at\u00a0the\u00a0same time\u00a0the\u00a0proposal to appoint a\u00a0UN\u00a0special envoy on Afghanistan.<\/p>\n

Islamabad\u2019s stance was in direct conflict with\u00a0the\u00a0Afghan Taliban\u2019s position, who vehemently opposed\u00a0the\u00a0move.<\/p>\n

The\u00a0UN\u00a0chief said there was complete consensus during\u00a0the\u00a0conference\u00a0on\u00a0the\u00a0number of issues. He maintained that all countries agreed that Afghanistan should not be allowed to become a hotbed of terrorist activities again. He said participants of\u00a0the\u00a0conference\u00a0agreed that there had to be inclusive government and respect for human rights including women and girls.<\/p>\n

Without progress on these critical issues,\u00a0the\u00a0international integration of Afghanistan under\u00a0the\u00a0Taliban rule would be a daunting task.<\/p>\n

The\u00a0UN\u00a0Secretary General said that despite reservations by\u00a0the\u00a0Taliban\u00a0the\u00a0current format would remain in place and\u00a0the\u00a0group would\u00a0meet\u00a0often to have more coordinated international efforts on Afghanistan.<\/p>\n

Meanwhile, Afghan Interim Foreign Minister Amir Khan Muttaqi described the upcoming Doha meeting on Afghanistan as positive in a meeting with the Japanese ambassador in Kabul.<\/p>\n
