{"id":73641,"date":"2024-03-21T08:12:05","date_gmt":"2024-03-21T08:12:05","guid":{"rendered":"https:\/\/pakistaninewspaperlist.com\/news\/good-taliban-bad-taliban-the-case-of-hafiz-gul-bahadur\/"},"modified":"2024-03-21T08:12:05","modified_gmt":"2024-03-21T08:12:05","slug":"good-taliban-bad-taliban-the-case-of-hafiz-gul-bahadur","status":"publish","type":"post","link":"https:\/\/pakistaninewspaperlist.com\/news\/good-taliban-bad-taliban-the-case-of-hafiz-gul-bahadur\/","title":{"rendered":"Good Taliban, bad Taliban: The case of Hafiz Gul Bahadur"},"content":{"rendered":"<p><\/p>\n<p>Once lauded as the &#8216;good Taliban&#8217; for refraining from carrying out attacks against Pakistan&#8217;s security forces, Bahadur&#8217;s group seems to have joined hands with the TTP to launch attacks in KP.<\/p>\n<div dir=\"auto\">\n<p>Tensions simmering along the Pak-Afghan border have recently erupted into violence yet again, with a familiar player returning to the forefront \u2014 Hafiz Gul Bahadur\u2019s militant group.<\/p>\n<p>Blamed for the <a href=\"https:\/\/www.dawn.com\/news\/1821887\">devastating March 16 suicide attack<\/a> on a Pakistani military post in North Waziristan, which claimed the lives of seven soldiers including two officers, the militant group\u2019s actions have sent shockwaves through the region. Meanwhile, <a href=\"https:\/\/www.dawn.com\/news\/1822274\">Pakistan\u2019s retaliatory airstrikes inside Afghanistan<\/a> on March 18, targeting suspected hideouts of Bahadur\u2019s group, have further strained the already fragile relations with Kabul\u2019s Taliban rulers and raised fears of regional instability.<\/p>\n<h2><a id=\"good-taliban-gone-bad\" href=\"#good-taliban-gone-bad\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Good Taliban gone bad<\/h2>\n<p>But beyond the immediate violence lies a story of transformation.<\/p>\n<p>Once lauded as the \u2018good Taliban\u2019 for refraining from carrying out attacks against Pakistan\u2019s security forces, Bahadur\u2019s group finds itself labelled \u2018bad Taliban\u2019 due to its role in the recent terror attacks in Khyber Pakhtunkhwa\u2019s southern region. This dramatic shift sparks a multitude of questions: What drove this transformation? Where does Bahadur\u2019s group fit within Pakistan\u2019s complex militant landscape, dominated by the Tehreek-i-Taliban Pakistan (TTP)? And perhaps most crucially, what factors led the Bahadur-led group to engage in such a dramatic escalation?<\/p>\n<figure class=\"media  w-full  w-full  media--stretch  media--embed  media--uneven\">\n<p>    <iframe class=\"nk-iframe\" onload=\"setInterval(()=&gt;{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" style=\"height:400px;position:relative\" src=\"https:\/\/www.dawn.com\/news\/card\/1763805\" sandbox=\"allow-same-origin allow-scripts allow-popups allow-modals allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>Alongside the TTP, militants affiliated with the Bahadur group have of late been linked to several high-profile attacks on Pakistani security forces under various banners, including Da Ghazyano Karwan, Da Sufiyano Karawan, and Jaish Fursan Muhammad.<\/p>\n<p>The group\u2019s reach extends beyond North Waziristan, potentially posing a threat to security forces in adjacent districts like Bannu, Lakki Marwat, Dera Ismail Khan, and Tank. Some of its recent attacks include the March 16 suicide bombing in North Waziristan, the <a href=\"https:\/\/www.dawn.com\/news\/1793171\">November 26 suicide bombing<\/a> in Bannu\u2019s Bakakehl area and the <a href=\"https:\/\/www.dawn.com\/news\/1773270\">August 31 suicide attack<\/a> on a military convoy in Bannu\u2019s Jani Khel area.<\/p>\n<h2><a id=\"who-is-hafiz-gul-bahadur\" href=\"#who-is-hafiz-gul-bahadur\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Who is Hafiz Gul Bahadur?<\/h2>\n<p>Bahadur hails from the Mada Khel clan of the Uthmanzai Wazir tribe in North Waziristan, a former tribal district bordering Afghanistan. He is considered a descendant of the Faqir of Ipi, a legendary figure known for his resistance against British occupation in the 1930s and 1940s.<\/p>\n<p>While little is known about his early life, local journalists and tribal elders say Bahadur was <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/thefridaytimes.com\/13-Dec-2023\/why-has-hafiz-gul-bahadur-turned-against-pakistan\">involved with the student wing<\/a> of the Jamiat Ulema-i-Islam Fazl (JUI-F). This aligns with the trajectory of other regional militants who fought alongside the Afghan Taliban against the Northern Alliance in Afghanistan, likely facilitated by the Haqqani Network which was based in Miran Shah since the 1990s.<\/p>\n<figure class=\"media  sm:w-1\/2  w-full  media--right  media--embed  media--uneven\">\n<p>    <iframe class=\"nk-iframe\" onload=\"setInterval(()=&gt;{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" style=\"height:400px;position:relative\" src=\"https:\/\/www.dawn.com\/news\/card\/1640977\" sandbox=\"allow-same-origin allow-scripts allow-popups allow-modals allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>Following the US-led intervention in Afghanistan in late 2001, militants including the Taliban, Al Qaeda, and those affiliated with Central Asian groups fled across the border to Pakistan\u2019s tribal areas, including North Waziristan. Local militants like Bahadur, who had fought alongside the Taliban in Afghanistan, provided refuge to these groups in the region.<\/p>\n<h2><a id=\"rise-to-prominence\" href=\"#rise-to-prominence\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Rise to prominence<\/h2>\n<p>Despite publicly aligning with the US in the \u201cwar on terror\u201d after 2001, Pakistan initially seemed to tolerate the influx of militants into North Waziristan. Following two assassination attempts on President Musharraf and increasing pressure from the US, however, Pakistan launched operations in the region in 2004.<\/p>\n<p>But these operations, intended to target foreign militants, backfired. A tribal elder from North Waziristan observed that they \u201cgalvanised the militants\u201d, strengthening them against local authorities and tribal elders. Initially limited to the Wana and Shakai areas, the operations expanded after the <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.pbs.org\/wgbh\/pages\/frontline\/taliban\/militants\/mohammed.html\">2004 killing of a local Taliban leader, Nek Muhammad<\/a>.<\/p>\n<p>Bahadur\u2019s trajectory during this period reflects the complexities of the region. By 2005, he and his deputy, Maulvi Sadiq Noor, resisted the Pakistani military\u2019s efforts to expel foreign militants. However, by mid-2006, Bahadur changed his stance, <a href=\"https:\/\/www.dawn.com\/news\/1109899\">entering into a peace agreement<\/a> with the government. The move angered some foreign militants, such as those from The Islamic Movement of Uzbekistan (IMU), who accused him of siding with Pakistan.<\/p>\n<figure class=\"media  w-full  w-full  media--stretch  media--embed  media--uneven\">\n<p>    <iframe class=\"nk-iframe\" onload=\"setInterval(()=&gt;{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" style=\"height:400px;position:relative\" src=\"https:\/\/www.dawn.com\/news\/card\/1730342\" sandbox=\"allow-same-origin allow-scripts allow-popups allow-modals allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>Meanwhile, Bahadur established a Shura council to govern the region, enforcing taxes and penalties. This also signalled cooperation with the government to some extent, with the peace agreement effectively making him the leader of the local Taliban in North Waziristan.<\/p>\n<p>The agreement, however, did not sever Bahadur\u2019s ties with the Afghan Taliban. Reports suggest that his group operated a suicide training camp in Dattakhel, specifically for the Afghan insurgency. Dattakhel, interestingly, was at the <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.newamerica.org\/future-security\/reports\/americas-counterterrorism-wars\/the-drone-war-in-pakistan\/\">receiving end of scores of US drone strikes<\/a> targeting foreign and local militants in Pakistan.<\/p>\n<h2><a id=\"reluctance-to-join-the-ttp\" href=\"#reluctance-to-join-the-ttp\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Reluctance to join the TTP<\/h2>\n<p>While the militant Al Qaeda sought to unify various Pakistani Taliban groups under the banner of the TTP in December 2007, Bahadur\u2019s faction remained on the outside.<\/p>\n<p>Journalist Syed Saleem Shahzad, in his book, <em><a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.plutobooks.com\/9780745331010\/inside-al-qaeda-and-the-taliban\/\">Inside Al Qaeda and the Taliban<\/a><\/em>, suggests that the group\u2019s key concern was to prevent the Pakistani state from exploiting divisions among local Taliban groups.<\/p>\n<p>However, Bahadur\u2019s primary focus, as observed by Peshawar-based journalist Rifatullah Orakzai, remained on the insurgency in Afghanistan, contrasting with the TTP\u2019s focus on activities within Pakistan. \u201cThis difference likely influenced Bahadur\u2019s decision to maintain a separate identity,\u201d said Orakzai.<\/p>\n<p>Mufti Noor Wali, leader of the TTP, mentions in his book, <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.thenews.com.pk\/print\/269287-ttp-s-book-admits-karachi-operation-dismantled-their-network\"><em>Inqilab-i-Mehsud<\/em><\/a>, that objections to Baitullah Mehsud\u2019s leadership and the presence of militants adhering to Salafi and <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.thenews.com.pk\/print\/52052-terror-ties-of-panjpiri-madrassas-being-probed\">Panjpiri schools of thought<\/a> within the TTP may have been additional factors for Bahadur not joining the outfit formally.<\/p>\n<p>Interestingly, Wali\u2019s book also mentions a short-lived alliance, the <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.bbc.com\/urdu\/pakistan\/2009\/05\/090520_waziristan_situation_rr\">Shura Ittehad-i-Mujahideen<\/a>, formed in 2009. This alliance, reportedly including Al Qaeda, the TTP\u2019s Mehsud chapter, Bahadur\u2019s group, and Mullah Nazir\u2019s faction, aimed to resist potential Pakistani military actions in Waziristan. However, disagreements led to Bahadur and Nazir\u2019s departure from the alliance.<\/p>\n<h2><a id=\"support-from-haqqani-network\" href=\"#support-from-haqqani-network\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Support from Haqqani Network?<\/h2>\n<p>According to militancy experts, Bahadur\u2019s group continues to benefit from its ties to influential groups such as the Haqqani Network, Al Qaeda, and even the TTP, despite maintaining a separate identity.<\/p>\n<p>A retired military officer, with experience in North Waziristan, also agreed with the assessment, saying the group received crucial support from senior leaders of the Haqqani Network. This support reportedly includes \u201csafe havens in Afghanistan, additional manpower, financial resources, and even advanced weaponry left behind by US forces\u201d. This external backing significantly bolsters Bahadur\u2019s capabilities.<\/p>\n<p>The retired officer also explained that the tribal makeup of the region provides Bahadur\u2019s group with operational freedom. \u201cThe presence of the Wazir tribe on both sides of the border allows militants to move back and forth with relative ease, making them more difficult to track and contain,\u201d he said.<\/p>\n<h2><a id=\"transformation-from-good-to-bad-taliban\" href=\"#transformation-from-good-to-bad-taliban\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Transformation from \u2018good\u2019 to \u2018bad\u2019 Taliban<\/h2>\n<p>The 2006 peace agreement between Bahadur\u2019s group and the Pakistani government remained in place with occasional disruptions. However, the fragile agreement <a href=\"https:\/\/www.dawn.com\/news\/1109540\">came to an end in late May 2014<\/a>, just before Pakistan launched a major military offensive, <a href=\"https:\/\/www.dawn.com\/news\/1112949\">Operation Zarb-i-Azb<\/a>, in North Waziristan. Bahadur accused the government of violating the agreement, effectively nullifying it.<\/p>\n<p>Even as the military operation significantly weakened militant groups, including the TTP and Bahadur\u2019s faction, forcing them to flee to bordering Afghan provinces, analysts believe that the indiscriminate tactics employed by the military, besides the killing of Bahadur\u2019s relatives, further contributed to his growing animosity towards the Pakistani state.<\/p>\n<p>\u201cBahadur expected leniency from the military during the operation due to his group\u2019s previous cooperation with the government,\u201d explained a tribal elder in Miran Shah. But this expectation proved futile. The military operation demolished houses belonging to Bahadur and his lieutenants and forced their families to be displaced. \u201cThis indiscriminate treatment embittered Bahadur and fuelled his anti-government stance, thus transforming him from <a href=\"https:\/\/www.dawn.com\/news\/1113775\">\u2018good Taliban\u2019 to \u2018bad Taliban\u2019<\/a>,\u201d said the tribal elder.<\/p>\n<figure class=\"media  w-full  w-full  media--stretch  media--embed  media--uneven\">\n<p>    <iframe class=\"nk-iframe\" onload=\"setInterval(()=&gt;{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" style=\"height:400px;position:relative\" src=\"https:\/\/www.dawn.com\/news\/card\/1109899\" sandbox=\"allow-same-origin allow-scripts allow-popups allow-modals allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>In April 2022, <a href=\"https:\/\/www.dawn.com\/news\/1685300\">several airstrikes,<\/a> ostensibly carried out by Pakistani authorities but never actually confirmed by the government, targeted hideouts of the TTP and Bahadur\u2019s group in Afghanistan, reportedly killing civilians, including children, some said to be close to Bahadur. \u201cThis further fuelled Bahadur\u2019s anti-government stance,\u201d said Orakzai.<\/p>\n<h2><a id=\"recent-collaboration-with-the-ttp\" href=\"#recent-collaboration-with-the-ttp\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Recent collaboration with the TTP<\/h2>\n<p>While Bahadur\u2019s group traditionally focused on Afghanistan, recent developments suggest a potential shift. Both Bahadur\u2019s faction and the TTP, weakened in the past, have been emboldened by the <a href=\"https:\/\/www.dawn.com\/news\/1643653\">Taliban\u2019s takeover of Afghanistan<\/a> in August 2021. This seems to have paved the way for some form of collaborative strategy between the two groups.<\/p>\n<p>For example, the TTP claimed responsibility for attacks in Bannu and North Waziristan in June, crediting cooperation with Bahadur\u2019s group. However, details about the operational collaboration remain unclear.<\/p>\n<p>The TTP, aiming to become the leading jihadist force in Pakistan, has actively sought to incorporate other groups. Since mid-2021, they have claimed mergers with 47 Pakistani Taliban factions, sectarian groups, and even Al Qaeda affiliates, although most are lesser-known entities. In December 2021, Aleem Khan, Bahadur\u2019s former deputy, defected to the TTP.<\/p>\n<p>Researcher Riccardo Valle, specialising in militant groups in the Pak-Afghan region, reports on his website, <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/militancychowk.substack.com\/p\/what-is-happening-between-hafiz-gul\"><em>Militancy Chowk<\/em><\/a>, that talks between the TTP and Bahadur\u2019s group regarding a unified platform have taken place.<\/p>\n<p>While the outcome of these discussions is unknown, Valle expresses concern that a successful merger would \u201cfurther jeopardise the situation in south Khyber Pakhtunkhwa, while expanding the TTP base in the province and posing new challenges to security forces\u201d.<\/p>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Once lauded as the &#8216;good Taliban&#8217; for refraining from carrying out attacks against Pakistan&#8217;s security forces, Bahadur&#8217;s group seems to have joined hands with the TTP to launch attacks in KP.
