notification appointing a former federal secretary as chairman of the Indus River System Authority (Irsa) after strong opposition from the PPP, a provincial lawmaker said.<\/p>\n<p>According to a picture of the notification <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/twitter.com\/MaleehaManzoor\/status\/1768213994316218507\">shared<\/a> by Sindh MPA Maleeha Manzoor on X, the orders for the Irsa chairman\u2019s appointment were to be \u201ctreated as withdrawn\u201d.<\/p>\n<p>A day earlier, the premier had appointed Zafar Mahmood \u2014 a retired BS-22 federal government officer \u2014 as the Irsa chairman, <a href=\"https:\/\/www.dawn.com\/news\/1821296\/n-draws-ire-of-ppp-opposition-over-irsa-move\">causing much uproar<\/a> in yesterday\u2019s National Assembly session.<\/p>\n<p>PPP MNA Syed Naveed Qamar had declared the PM\u2019s act of appointing the Irsa chairman \u201cvery serious, illegal and unconstitutional\u201d, urging the government to immediately withdraw the appointment notification.<\/p>\n<figure class=\"media  sm:w-1\/2  w-full  media--right  media--embed  media--uneven\">\n<p>    <iframe class=\"nk-iframe\" onload=\"setInterval(()=&gt;{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>The Awami Tehreek, Grand Democratic Alliance, Sindh Taraqqi-pasand Party and Jeay Sindh Mahaz-Riaz also <a href=\"https:\/\/www.dawn.com\/news\/1821259\/nationalist-parties-gda-term-irsa-head-appointment-unconstitutional\">strongly opposed<\/a> the appointment, terming it unconstitutional, illegal and immoral.<\/p>\n<p>Earlier today, in a telephonic conversation, Prime Minister Shehbaz Sharif assured Sindh Chief Minister Murad Ali Shah of the notification\u2019s withdrawal, according to Sindh CM spokesperson Rasheed Channa.<\/p>\n<p>According to Sindh Irrigation Minister Jam Khan Shoro, CM Shah made it a point to note that Irsa\u2019s chairman will be appointed from a rotation of members of the provincial cabinets, as per the Council of Common Interests (CCI).<\/p>\n<p>He further noted that the PM had \u201caccepted the stance\u201d of the Sindh CM and the provincial irrigation department.<\/p>\n<p>Speaking to reporters in Karachi, CM Shah said, \u201cThe whole purpose of Irsa was that there would be no influence of the Federation in this regard.\u201d<\/p>\n<p><figure had been introduced during the caretaker government\u2019s tenure, in which it was amended that a representative of the Federation will be a member of Irsa.<\/p>\n<p>The Sindh CM highlighted that the controversial Irsa Amendment Ordinance 2024 that was <a href=\"https:\/\/www.dawn.com\/news\/1813462\">returned<\/a> with reservations by then-president Arif Alvi to then-caretaker PM Anwaarul Haq allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>An official from the Ministry of Water Resources said the president had returned the draft ordinance, but it was only known to the presidency and the PM\u2019s office whether the president had rejected the ordinance or suggested a revisit.<\/p>\n<p>\u201cWhat we know for sure is that the Irsa Amendment Ordinance 2024 has now been printed [in the gazette of Pakistan] and will be placed before parliament to become a permanent act, because the ordinance obviously has a limited shelf life,\u201d he explained.<\/p>\n<h2><a title=\"Permalink\"\/>Sindh Chamber of Agriculture rejects amendment to Irsa Act<\/h2>\n<p>On Tuesday, the Sindh Chamber of Agriculture (SCA) had <a href=\"https:\/\/www.dawn.com\/news\/1821115\/growers-body-rejects-draft-amendment-to-irsa-act\">rejected<\/a> the proposed amendment to the Irsa Act through an ordinance and urged the president and newly-installed federal government to take notice of caretaker government\u2019s \u201coverstepping of its authority in flagrant violation of relevant decision of the CCI\u201d.<\/p>\n<p>A meeting of the chamber termed the ordinance regarding amendment to the Irsa Act \u201cunconstitutional and illegal\u201d and criticised the caretakers\u2019 move as \u201cunethical\u201d. It said that the caretaker government clearly overstepped its authority, and added that the SCA, therefore, rejected it.<\/p>\n<p>Discussing the ordinance, the meeting participants noted that under the proposed amendment, the authority to appoint Irsa chairman was delegated to prime minister whereas under the Act in effect post, the chairman\u2019s post was to be rotated among provinces.<\/p>\n<p>The meeting held that a caretaker government did not have the authority to propose amendment to any Act through an ordinance.<\/p>\n<p>\u201cAn Act can be amended by an elected parliament, government and the CCI,\u201d it asserted, and explained that such a draft had to be submitted before the CCI and chief ministers, being members of CCI, should give their input on it and then it had to be tabled, if unanimously agreed by CCI, in parliament through a resolution calling for the amendment to the Act.<\/p>\n<\/p><\/div>\n<p><script async src=\"\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The government on Thursday withdrew a notification appointing a former federal secretary as chairman of the Indus River System Authority (Irsa) after strong opposition from the PPP, a provincial lawmaker said.
