An upcoming programme review is due for at the end of September.<\/p>\n<figure class=\"media  sm:w-1\/2  w-full  media--right  media--embed  media--uneven\">\n<p>    <iframe class=\"nk-iframe\" onload=\"setInterval(()=&gt;{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" style=\"height:400px;position:relative\" src=\"https:\/\/www.dawn.com\/news\/card\/1775945\" sandbox=\"allow-same-origin allow-scripts allow-popups allow-modals allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>Earlier today, a <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/tribune.com.pk\/story\/2436827\/45b-external-financing-shortfall-may-rankle-imf\">report<\/a> said that a \u201cnearly $4.5bn hole\u201d had arisen in the country\u2019s external financing plan and the budget may also \u201covershoot by another Rs1 trillion due to the understatement of debt expenditures\u201d, adding that the two alleged developments could become a \u201cserious issue\u201d in the upcoming review.<\/p>\n<p>\u201cThe sources said that against the budget estimates of over $20bn, there were concerns that at least $4.4bn foreign loans might not materialise,\u201d the report stated.<\/p>\n<p>Responding to the report, the finance ministry issued a statement on social media platform X saying that the Finance Division expected reporting on economic issues of national importance to be \u201cresponsible and not based on limited information\u201d.<\/p>\n<p>It said the report\u2019s reference to a \u201cpotential overshoot\u201d in the government\u2019s interest expenditure on account of declining foreign inflows or a persistently high policy rate depicted a \u201climited understanding\u201d of fiscal variables.<\/p>\n<p>The finance ministry said the report \u201cmisrepresents\u201d the country\u2019s external financing requirements and interest payments for the current fiscal year.<\/p>\n<p>It said the current budget\u2019s figures were shared with the Fund while reaching the bailout agreement, adding that the ministry continued to work in close collaboration with the IMF and was monitoring progress on all actions under their agreement.<\/p>\n<p>It further said that the Economic Affairs Division and development partners hold periodic portfolio reviews to monitor inflows from multilateral and bilateral sources while the ministry itself liaises with commercial banks on a regular basis. The ministry said that it expected to conclude its transactions under negotiations with the banks soon.<\/p>\n<p>\u201cThe government remains committed to maintaining fiscal discipline throughout the course of the current fiscal year. It is being ensured that budget for FY2023-24 is strictly adhered to and that all expenditures remain in line with commitments.<\/p>\n<p>\u201cTo this end, Finance Division remains engaged with all ministries\/divisions as well as provincial governments to meet general government targets. Finance Division undertakes a review of the fiscal position frequently to ensure fiscal stability,\u201d the ministry rebuttal reads.<\/p>\n<h2><a id=\"pakistan-not-considering-action-over-intercepts-imf-report-fo\" href=\"#pakistan-not-considering-action-over-intercepts-imf-report-fo\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Pakistan not considering action over Intercept\u2019s IMF report: FO<\/h2>\n<p>Meanwhile, Foreign Office Spokesperson Mumtaz Zahra Baloch <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/mofa.gov.pk\/transcript-of-the-media-briefing-by-the-spokesperson-on-wednesday-20-september-2023\/\">fielded questions<\/a> on a very different report regarding the IMF earlier today.<\/p>\n<p>Questioned about <em>The Intercept<\/em>\u2018s <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/theintercept.com\/2023\/09\/17\/pakistan-ukraine-arms-imf\/\">report<\/a> linking the securement of the IMF programme with alleged Pakistani arms sales for Ukraine, she reiterated the FO\u2019s stance that it was \u201c<a href=\"https:\/\/www.dawn.com\/news\/1776567\">baseless and fabricated<\/a>\u201d.<\/p>\n<p>\u201cThe IMF standby arrangement for Pakistan was negotiated between Pakistan and the IMF and you all know that in the IMF board, there are multiple stakeholders. The decision to finalise the standby arrangement with Pakistan was taken by the IMF after the two sides agreed to implement certain difficult but essential economic reforms.
