{"id":49691,"date":"2024-01-19T06:36:08","date_gmt":"2024-01-19T06:36:08","guid":{"rendered":"https:\/\/news.pakistaninewspaperlist.com\/trust-issues-why-are-pakistan-and-iran-up-in-arms\/"},"modified":"2024-01-19T06:36:08","modified_gmt":"2024-01-19T06:36:08","slug":"trust-issues-why-are-pakistan-and-iran-up-in-arms","status":"publish","type":"post","link":"https:\/\/pakistaninewspaperlist.com\/news\/trust-issues-why-are-pakistan-and-iran-up-in-arms\/","title":{"rendered":"Trust issues: Why are Pakistan and Iran up in arms?"},"content":{"rendered":"<p><\/p>\n<p>Both Iran&#8217;s attack and Pakistan&#8217;s response were unprecedented, given their scale and timing against the backdrop of a region in crisis.<\/p>\n<div dir=\"auto\">\n<p>On January 16, at around 6pm, an Iranian <a href=\"https:\/\/www.dawn.com\/news\/1806686\/tehran-ties-downgraded-in-wake-of-cross-border-attack\">air strike targeted Sabz Koh<\/a>, a remote, mountainous area in Balochistan\u2019s Panjgur district, killing two children and injuring three other civilians besides damaging several homes and a mosque. The injured include three daughters of Karim Dad, a resident of Sabz Koh, as well as his wife. Karim\u2019s 11-month-old son Suleiman and six-year-old daughter Humaira were killed.<\/p>\n<p>Iran-based <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.tasnimnews.com\/en\/news\/2024\/01\/16\/3024333\/exclusive-jaysh-al-dhulm-terrorist-group-s-bases-in-pakistan-hit-by-missiles-drones\">Tasnim News Agency<\/a> reported that the operation targeted two bases of anti-Iran militant group, Jaish al-Adl. Responding to the Iranian attacks, Pakistan\u2019s security forces on the night between January 17 and 18 \u201cundertook a series of highly coordinated and specifically <a href=\"https:\/\/www.dawn.com\/news\/1806726\/operation-marg-bar-sarmachar-pakistan-strikes-terrorist-hideouts-in-iran-after-airspace-violation-by-tehran\">targeted precision military strikes<\/a> against terrorist hideouts in Siestan-o-Baluchistan province of Iran,\u201d said the country\u2019s Ministry of Foreign Affairs. \u201cA number of terrorists were killed during the intelligence-based operation \u2014 code-named \u2018Marg Bar Sarmachar\u2019,\u201d it added.<\/p>\n<p>A day earlier, Pakistan had also announced its decision to <a href=\"https:\/\/www.dawn.com\/news\/1806686\/tehran-ties-downgraded-in-wake-of-cross-border-attack\">recall its ambassador<\/a> from Iran in an unprecedented diplomatic move. \u201cPakistan has decided to recall its ambassador from Iran, and the Iranian Ambassador to Pakistan, currently visiting Iran, may not return for the time being,\u201d said FO spokesperson Mumtaz Zahra Baloch during a press briefing in Islamabad on Wednesday.<\/p>\n<h2><a id=\"the-attack\" href=\"#the-attack\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>The attack<\/h2>\n<p>Sabz Koh [Green Mountain], a bordering town, is the hometown of <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/edition.cnn.com\/2024\/01\/17\/middleeast\/iran-missile-attack-pakistan-intl-hnk\/index.html\">Mullah Hashim<\/a>, the former second-in-command of Jaish al-Adl \u2014 a successor to the extremist group, Jundallah [Soldiers of God]. This group has carried out a spate of attacks on Iranian security forces in recent years in the southeastern province of Siestan-o-Baluchistan. Mullah Hashim was killed by Iranian security forces in Sarawan, bordering Iran in 2018.<\/p>\n<p>In Sabz Koh, where Iran launched the air strikes, residents initially suspected based on the noise and commotion that Pakistan\u2019s security forces may have been carrying out an operation. Only later did they learn from relatives abroad that it was an attack launched by Iran. This small, remote village is predominantly inhabited by people who migrated from the neighbouring country many years ago. Approximately 50 families live here permanently, according to Shir Ahmad Shiran Naroui, a resident of Panjgur.<\/p>\n<p>Naroui, who runs the Farsi online channel, <em>Haal Vash<\/em> [good news], has many relatives in Sabz Koh, located approximately 60km inside the Pakistani border and spoke to this writer on Wednesday as his family and friends mourned their loss.<\/p>\n<p>Pakistan\u2019s response to this strike was unprecedented, given its scale and timing against the backdrop of a region in crisis, and occurring shortly after Iran launched similar strikes in <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.bbc.com\/news\/world-asia-67999465\">Iraq and Syria<\/a> earlier this week. But this is hardly the first air strike in Pakistan \u2014 there is, in fact, a history of mistrust between the two countries which took an uglier turn with the emergence of Jaish al-Adl in 2012.<\/p>\n<h2><a id=\"history-of-strife\" href=\"#history-of-strife\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>History of strife<\/h2>\n<p>Since the 1979 Islamic revolution, Tehran\u2019s harsh treatment of the Baloch has fuelled Sunni radicalism in Siestan-o-Baluchistan. Even before the Iranian revolution, ethnic Baloch from Iran migrated to Balochistan and Karachi, engaging in political activities against the Shah of Iran. Over time, the diaspora turned more religious, diminishing the once-prominent factor of nationalism seen as a challenge by Iran and Pakistan in the 1970s. This is why the king of Iran, Mohammed Reza Shah Pahlavi, fearing the Baloch insurgency\u2019s potential spread to the 1.2 million Baloch residing in eastern Iran, <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.jstor.org\/stable\/1148398?seq=4\">sent 30 Cobra gunships with Iranian pilots<\/a> to assist Islamabad during the Baloch incursion in Pakistan from 1973 to 1977, as noted by scholar and journalist, Selig S. Harrison.<\/p>\n<p>In the 1970s, Baloch politics in Iran and Pakistan trended towards leftist ideologies. Amid the global tension between capitalism and communism, Baloch nationalists aligned themselves with the communist school of thought. Progressive Baloch and Pakhtun leaders, under the banner of National Awami Party (NAP), briefly governed Balochistan and the former North-West Frontier Province (NWFP) in the early 1970s until Zulfikar Ali Bhutto <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.thenews.com.pk\/print\/38435-nap-was-banned-twice-by-yahya-and-bhutto\">disbanded the NAP government<\/a> in February 1973.<\/p>\n<p>In her book, <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.amazon.com\/Songs-Blood-Sword-Daughters-Memoir\/dp\/1568586760\"><em>Songs of Blood and Sword<\/em><\/a>, Fatima Bhutto, Bhutto\u2019s granddaughter, suggests that Bhutto\u2019s dissolution of the NAP provincial government was influenced by \u201cpressure from the Shah of Iran\u201d, who feared the rise of an armed Baloch movement in Iranian Baluchistan.<\/p>\n<p>During the 1970s, the Baloch in Iran were predominantly secular nationalists with communist leanings. However, after General Ziaul Haq\u2019s imposition of martial law in 1977, a gradual reconciliation occurred with the Baloch nationalists, marking a shift in the Iranian diaspora\u2019s orientation from nationalism to Sunni Islam.<\/p>\n<p>The militant group, Sipah-e-Rasool Allah (Army of the Prophet of Allah), emerged in the 1990s under <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/ciaotest.cc.columbia.edu\/wps\/noref\/0031256\/f_0031256_25296.pdf\">Maula Bux Darakhshan<\/a>, an Iranian Baloch. This group was the first to organise cross-border incursions from Balochistan\u2019s Kech district into Iran\u2019s Siestan-o-Baluchistan.<\/p>\n<p>Mauluk found support from anti-Shia groups in Pakistan, significantly shaping the religious dimension of the Baloch resistance against Iran, by framing his efforts as a \u2018jihad\u2019. In addition to his establishing the Sipah-e-Rasool Allah, he set up a camp for Sunni Jihadists at the Kulahu compound in the early 2000s.<\/p>\n<p><a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/ciaotest.cc.columbia.edu\/wps\/noref\/0031256\/f_0031256_25296.pdf\">Mauluk\u2019s death in 2006<\/a> led to his brother, Mullah Omar Irani, assuming the leadership of the Sipah-e-Rasool Allah and the compound. Motivated by the desire to avenge his brother, executed by Iran, Mullah Omar Irani continued the struggle. Omar\u2019s compound in Kulahu, Kech, situated 45 miles (72km) east of the Iran border, was the target of the <a href=\"https:\/\/www.dawn.com\/news\/1058637\">first Iranian missile strike on Nov 25, 2013.<\/a><\/p>\n<p>To build up the fight against Iran, Mullah Omar Irani <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/ciaotest.cc.columbia.edu\/wps\/noref\/0031256\/f_0031256_25296.pdf\">merged his Sipah-e-Rasool Allah with Jundullah,<\/a> led by Abdul Malik Rigi, a young man who had grown under the influence of Mauluk.<\/p>\n<h2><a id=\"jundullah--a-cause-of-mistrust-between-pakistan-and-iran\" href=\"#jundullah--a-cause-of-mistrust-between-pakistan-and-iran\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Jundullah \u2014 a cause of mistrust between Pakistan and Iran<\/h2>\n<p>Founded in 2002 to defend the Baloch minority\u2019s rights in the impoverished region of southeast Iran, Jundullah gained prominence after a <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/jp.reuters.com\/article\/us-iran-president-idUKTRE6733EG20100804\/\">failed attack in December 2005<\/a> on the motorcade of Iranian President Mahmoud Ahmadinejad in Siestan-o-Baluchistan province. On <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/iranhrdc.org\/extreme-inequality-the-human-rights-situation-of-irans-baluch-minority\/\">March 16, 2006,<\/a> Jundullah militants, dressed as police and military personnel, set up a checkpoint between Zahedan and Zabol. They offloaded 22 passengers and killed them. This shocking incident led Iran to raise Jundullah\u2019s activities with Pakistani officials.<\/p>\n<p>On June 14, 2008, the Pakistan government <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/web.archive.org\/web\/20091022074359\/http:\/\/www.dawn.com\/wps\/wcm\/connect\/dawn-content-library\/dawn\/news\/world\/14-bombings-in-iran-zj-03\">handed over Rigi\u2019s brother Abdul Hamid<\/a>, who had been arrested a few months earlier from Kech district\u2019s Buleda and Turbat areas, in an attempt to build trust between the two countries. <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.reuters.com\/article\/idUSTRE64N12L\/\">Abdul Hamid was hanged in Zahedan<\/a>, the capital of Siestan-o-Baluchistan, on May 24, 2010.<\/p>\n<p>The arrest and handover of Rigi\u2019s brother by Pakistani authorities did not deter Jundullah. In <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"http:\/\/news.bbc.co.uk\/2\/hi\/middle_east\/8312964.stm\">October 2009<\/a>, the group carried out a deadly bombing in Pishin, near Iran\u2019s frontier with Pakistan, killing 43 people, including six commanders of the Iranian Revolutionary Guards. For the first time, <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"http:\/\/news.bbc.co.uk\/2\/hi\/middle_east\/8316278.stm\">Iran openly blamed Pakistan<\/a> and the West for supporting Jundullah and Abdul Malik Rigi.<\/p>\n<p>In February 2010, <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.france24.com\/en\/20100620-iran-abdolmalek-rigi-sunni-insurgency-jundallah-sistan-baluchestan-hanged-executed\">Tehran successfully captured Abdul Malik Rigi<\/a> while he was on a flight from Dubai to Kyrgyzstan. Although he was hanged in June of that year, Jundallah continued its activities under the leadership of <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/iranhrdc.org\/extreme-inequality-the-human-rights-situation-of-irans-baluch-minority\/\">al-Hajj Mohammed Dhahir Baluch<\/a> from February 2010 to 2011.<\/p>\n<p>Under Dhahir, the group claimed responsibility for the <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.refworld.org\/docid\/4c56d2a5c.html\">July 2010 bombings<\/a> that killed more than 20 members of the Shia community in a mosque in Iran\u2019s Zahedan, located in Siestan-o-Baluchistan. Similar attacks targeted multiple Shia Muslims in Chabahar in <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.bbc.com\/news\/world-middle-east-11997679\">December 2010 and October 2012.<\/a> Over time, Jundallah experienced a decline in strength.<\/p>\n<p>Around that time, the Turbat-based <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.bbc.com\/urdu\/pakistan-54981539\">Mullah Omar Irani<\/a>, along with like-minded people, laid the foundation of <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.washingtonpost.com\/world\/2024\/01\/17\/pakistan-iran-jaish-aladl-group-baluchistan\/8d3f9b30-b553-11ee-b285-0853d4d1b92f_story.html\">Jaish al-Adl<\/a> in 2012, which has now become a source of distrust between Pakistan and Iran.<\/p>\n<h2><a id=\"the-rise-of-jaish-al-adl\" href=\"#the-rise-of-jaish-al-adl\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>The rise of Jaish al-Adl<\/h2>\n<p>Jaish al-Adl, also known as the Army of Justice, was established in 2012 in the border regions of Pakistan and Iran. Although its leadership remains largely unknown, it is widely believed that Mullah Omar Irani was <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/ciaotest.cc.columbia.edu\/wps\/noref\/0031256\/f_0031256_25296.pdf\">one of its key founders<\/a>. The group came into the spotlight after a <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.aljazeera.com\/news\/2019\/2\/16\/iran-warns-pakistan-to-crack-down-on-jaish-al-adl\">roadside bomb in Saravan killed 13 Revolutionary Guards<\/a> in October 2013.<\/p>\n<p>In response, for the first time, <a href=\"https:\/\/www.dawn.com\/news\/1058637\">Iran fired a deadly missile at Kulahu,<\/a> the compound run by Mullah Omar Irani in Kech one month after the Saravan bombings. Mullah Omar survived, though his house and an adjacent mosque were damaged.<\/p>\n<p>The cycle of violence continued. In February 2014, <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.bbc.com\/news\/world-asia-26888975.amp\">Jaish al-Adl kidnapped four Iranian soldiers<\/a> and allegedly brought them into Pakistan, prompting accusations from Iran about Pakistan\u2019s failure to control cross-border infiltration. Iran <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.bbc.com\/news\/world-asia-26888975\">threatened to send troops into Pakistan<\/a> if the soldiers were not released. The soldiers were <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.bbc.com\/news\/world-asia-26888975\">eventually released in April<\/a> of that year.<\/p>\n<p>In October 2014, a botched attack by Jaish al-Adl resulted in the deaths of four Iranian security forces members in Saravan. This time, Brigadier General Hussein Salami of Saravan <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.aa.com.tr\/en\/politics\/iran-warns-pakistan-about-border-security\/110210\">threatened to send troops into Pakistan<\/a> if it failed to rein in Jaish al-Adl. By March 2016, the situation had further intensified, with Pakistan also accusing Iran of providing shelter to Baloch separatists involved in an insurgency in Pakistan following the <a href=\"https:\/\/www.dawn.com\/news\/1326117\">arrest of Kulbushan Jadhav<\/a>, a retired Indian navy officer in the Mashkel area of Balochistan, near the Iranian border.<\/p>\n<p>Tensions rose further when Indian Prime Minister Narendra Modi <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.bbc.com\/news\/world-asia-india-36356163\">announced plans<\/a> to build and operate the Chabahar port during his visit to Iran in May 2016. Iran started viewing Gwadar as a competitor to its Chabahar port. The blame game escalated, with Iran launching rockets into Pakistan\u2019s border towns. In July 2017, Iran <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.nation.com.pk\/09-Jul-2017\/iran-fires-three-rockets-into-pakistan\">fired a barrage of rockets<\/a> into Panjgur.<\/p>\n<p>In June 2017, the Foreign Office for the first time confirmed that the Pakistan Air Force had <a href=\"https:\/\/www.dawn.com\/news\/1340897\">shot down an Iranian drone<\/a> flying in Pakistan\u2019s Panjgur territory. In July 2019, Pakistani forces seized an <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.arabnews.com\/node\/1529726\/pakistan\">Iranian spy drone in Chagai<\/a>, further aggravating the blame game. Despite the ongoing tensions, Pakistan refrained from escalating the situation; rather, attempting to calm the situation diplomatically.<\/p>\n<h2><a id=\"mistrust-runs-deep\" href=\"#mistrust-runs-deep\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Mistrust runs deep<\/h2>\n<p>On a November evening in 2020, <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.bbc.com\/urdu\/pakistan-54981539\">Turbat police allegedly shot dead<\/a> Iran\u2019s most-wanted militant leader, Mullah Omar Irani, along with his two sons in an alleged encounter, just two days after <a href=\"https:\/\/www.dawn.com\/news\/1589595\">Iran\u2019s Foreign Minister Jawad Zarif visited Islamabad.<\/a> Mullah Irani had been in hiding in <a href=\"https:\/\/www.dawn.com\/news\/1590939\">Turbat\u2019s posh Satellite Town<\/a>, according to the police.<\/p>\n<p>But this blame game is no longer a one-sided now. In January, <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.aljazeera.com\/news\/2024\/1\/17\/a-recap-of-violence-pak-iran-border\">April and June 2023,<\/a> Pakistan accused Iran of being behind three attacks in Pakistan launched by Baloch separatists. <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.arabnews.com\/node\/1485501\/world\">In April 2019,<\/a> Shah Mahmood Qureshi, the then foreign minister, accused Iran of providing bases to Raji Aajoi Sangar (BRAS), an umbrella organisation of Baloch separatist groups that attacked a bus in Balochistan, killing 14 passengers.<\/p>\n<p>Despite the ongoing blame game, <a href=\"https:\/\/www.dawn.com\/news\/1445786\">Pakistan\u2019s security forces assisted in safely recovering<\/a> nine Iranian border guards out of 12 who were abducted by militants from the Lulakdan area near the Pak-Iran border in October 2018. This was followed by the killing of Mullah Irani.<\/p>\n<p>In spite of these overtures, the mistrust continued to run deep.<\/p>\n<p>The intrusions by Iran on Tuesday evening were unprecedented and more lethal compared to past attacks. The strike may have been prompted by the attacks on the Iranian town of Rask in December by Jaish al-Adl, in which <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.reuters.com\/world\/middle-east\/baluch-militants-attack-iran-police-station-killing-11-state-tv-2023-12-15\/\">11 Iranian security personnel were killed.<\/a><\/p>\n<p>Since February 2021, Siestan-o-Baluchistan has witnessed heightened tensions following the <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.amnesty.org\/en\/latest\/press-release\/2021\/03\/iran-unlawful-killings-of-destitute-fuel-porters-must-be-independently-investigated\/\">killing of 10 Baloch fuel carriers<\/a> by Iran\u2019s Revolutionary Guards near Saravan. The region saw widespread protests, which gained momentum after the <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.aljazeera.com\/news\/2023\/9\/16\/iran-one-year-after-the-death-of-mahsa-amini\">death of Mahsa Amini in September 2022.<\/a> To quell the protests, Iran executed at least 354 people, including six women, in the first half of 2023.<\/p>\n<p>According to the Norway-based Iran Human Rights (IHRNGO), <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/iranhr.net\/en\/articles\/6022\/\">Baloch minorities comprised 20 per cent of all executions.<\/a> These actions have garnered even more support for Jaish al-Adl. As a result, the terrorist outfit has increased its attacks on Iranian forces.<\/p>\n<p>Pakistan, meanwhile, has a complex relationship with its Baloch population with an escalation in the Baloch insurgency over the years. However, Iran no longer perceives Baloch nationalism within Pakistan as a threat, as it does not advocate for a greater Balochistan and it poses no threat to the Iranian regime.<\/p>\n<p>Likewise, Pakistan doesn\u2019t feel threatened by Iran-based Baloch militants since they no longer align with a nationalist ideology but a sectarian one. The shift in militant ideologies, coupled with the economic interests of both countries due to Gwadar and Chabahar, Pakistan\u2019s increasing collaborations with Gulf states and the United States, and the challenging conditions of the long-porous border affected by harsh climates, has heightened tensions between the two states. This situation is likely to stay restive unless both countries reconsider their treatment of their respective Baloch populations.<\/p>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>Both Iran&#8217;s attack and Pakistan&#8217;s response were unprecedented, given their scale and timing against the backdrop of a region in crisis.
