efforts to agree laws governing the use of the technology.<\/p>\n<p>Here are the latest steps national and international governing bodies are taking to regulate AI tools:<\/p>\n<h2>AUSTRALIA<\/h2>\n<p>* Planning regulations<\/p>\n<p>Australia will make search engines\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/australia-require-ai-made-child-abuse-material-be-removed-search-results-2023-09-08\/\">draft new codes<\/a>to prevent the sharing of child sexual abuse material created by AI and the production of deepfake versions of the same material.<\/p>\n<h2>BRITAIN<\/h2>\n<p>* Planning regulations<\/p>\n<p>Leading AI developers\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/world\/uk\/uk-pm-sunak-lead-ai-summit-talks-before-musk-meeting-2023-11-02\/\">agreed<\/a>\u00a0on Nov. 2, at the first global AI Safety Summit in Britain, to work with governments to test new frontier models before they are released to help manage the risks of the developing technology.<\/p>\n<p>More than 25 countries present at the\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/britain-aims-global-leadership-role-with-ai-safety-summit-2023-10-18\/\">summit<\/a>, including the U.S. and China, as well as the EU, on Nov. 1 signed a &#8220;Bletchley Declaration&#8221; to work together and establish a common approach on oversight.<\/p>\n<p>Britain said at the summit it would triple to 300 million pounds ($364 million) its\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/britain-invest-300-million-pounds-ai-supercomputing-2023-11-01\/\">funding<\/a>\u00a0for the &#8220;AI Research Resource&#8221;, comprising two supercomputers which will support research into making advanced AI models safe, a week after Prime Minister Rishi Sunak had said Britain would set up the world&#8217;s first AI\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/uks-sunak-says-ai-risks-must-be-addressed-ahead-key-safety-summit-2023-10-25\/\">safety institute<\/a>.<\/p>\n<p>Britain&#8217;s data watchdog said in October it had issued Snap Inc&#8217;s\u00a0<a rel=\"nofollow noopener\" href=\"https:\/\/www.reuters.com\/markets\/companies\/SNAP.N\" target=\"_blank\">(SNAP.N)<\/a>\u00a0Snapchat with a preliminary\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/uk-regulator-issues-notice-snapchat-over-privacy-risks-posed-by-ai-chatbot-2023-10-06\/\">enforcement notice<\/a>\u00a0over a possible failure to properly assess the privacy risks of its generative AI chatbot to users, particularly children.<\/p>\n<h2>CHINA<\/h2>\n<p>* Implemented temporary regulations<\/p>\n<p>Wu Zhaohui, China&#8217;s vice minister of science and technology, told the opening session of the\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/britain-aims-global-leadership-role-with-ai-safety-summit-2023-10-18\/\">AI Safety Summit<\/a>\u00a0in Britain on Nov. 1 that Beijing was ready to increase collaboration on AI safety to help build an international &#8220;governance framework&#8221;.<\/p>\n<p>China\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/china-proposes-blacklist-sources-used-train-generative-ai-models-2023-10-12\/\">published<\/a>\u00a0proposed security requirements for firms offering services powered by generative AI in October, including a blacklist of sources that cannot be used to train AI models.<\/p>\n<p>The country\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/china-issues-temporary-rules-generative-ai-services-2023-07-13\/\">issued<\/a>\u00a0a set of temporary measures in August, requiring service providers to submit security assessments and receive clearance before releasing mass-market AI products.<\/p>\n<h2>EUROPEAN UNION<\/h2>\n<p>* Planning regulations<\/p>\n<p>EU lawmakers and governments reached on Dec. 8 a\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/stalled-eu-ai-act-talks-set-resume-2023-12-08\/\">provisional deal<\/a>\u00a0on landmark rules governing the use of AI, including governments&#8217; use of AI in biometric surveillance and how to regulate AI systems such as ChatGPT.<\/p>\n<p>The accord requires foundation models and general purpose AI systems to comply with transparency obligations before they are put on the market. These include drawing up technical documentation, complying with EU copyright law and disseminating detailed summaries about the content used for training.<\/p>\n<h2>FRANCE<\/h2>\n<p>* Investigating possible breaches<\/p>\n<p>France&#8217;s privacy watchdog\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/french-privacy-watchdog-investigating-complaints-about-chatgpt-2023-04-11\/\">said in April<\/a>\u00a0it was investigating complaints about ChatGPT.<\/p>\n<h2>G7<\/h2>\n<p>* Seeking input on regulations<\/p>\n<p>The G7 countries agreed on Oct. 30 to an 11-point\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/g7-agree-ai-code-conduct-companies-g7-document-2023-10-29\/\">code of conduct<\/a>\u00a0for firms developing advanced AI systems, which &#8220;aims to promote safe, secure, and trustworthy AI worldwide&#8221;.<\/p>\n<h2>ITALY<\/h2>\n<p>* Investigating possible breaches<\/p>\n<p>Italy&#8217;s data protection authority\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/italy-watchdog-review-other-ai-systems-after-chatgpt-brief-ban-2023-05-22\/\">plans to review<\/a>\u00a0AI platforms and hire experts in the field, a top official said in May. ChatGPT was\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/italy-data-protection-agency-opens-chatgpt-probe-privacy-concerns-2023-03-31\/\">temporarily banned<\/a>\u00a0in Italy in March, but it was made\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/chatgpt-is-available-again-users-italy-spokesperson-says-2023-04-28\/\">available<\/a>\u00a0again in April.<\/p>\n<h2>JAPAN<\/h2>\n<p>* Planning regulations<\/p>\n<p>Japan expects to introduce\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/japan-leaning-toward-softer-ai-rules-than-eu-source-2023-07-03\/\">by the end of 2023<\/a>regulations that are likely closer to the U.S. attitude than the stringent ones planned in the EU, an official close to deliberations said in July.<\/p>\n<p>The country&#8217;s privacy watchdog\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/japan-privacy-watchdog-warns-chatgpt-maker-openai-data-collection-2023-06-02\/\">has warned<\/a>\u00a0OpenAI not to collect sensitive data without people&#8217;s permission.<\/p>\n<h2>POLAND<\/h2>\n<p>* Investigating possible breaches<\/p>\n<p>Poland&#8217;s Personal Data Protection Office said in September it was\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/poland-investigates-openai-over-privacy-concerns-2023-09-21\/\">investigating OpenAI<\/a>\u00a0over a complaint that ChatGPT breaks EU data protection laws.<\/p>\n<h2>SPAIN<\/h2>\n<p>* Investigating possible breaches<\/p>\n<p>Spain&#8217;s data protection agency in April launched a preliminary investigation into potential data breaches by ChatGPT.<\/p>\n<h2>UNITED NATIONS<\/h2>\n<p>* Planning regulations<\/p>\n<p>The UN Secretary-General Ant\u00f3nio Guterres on Oct. 26 announced the creation of a 39-member\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/united-nations-creates-advisory-body-address-ai-governance-2023-10-26\/\">advisory body<\/a>, composed of tech company executives, government officials and academics, to address issues in the international governance of AI.<\/p>\n<h2>UNITED STATES<\/h2>\n<p>* Seeking input on regulations<\/p>\n<p>The US, Britain and more than a dozen other countries on Nov. 27\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/us-britain-other-countries-ink-agreement-make-ai-secure-by-design-2023-11-27\/\">unveiled<\/a>\u00a0a 20-page non-binding agreement carrying general recommendations on AI such as monitoring systems for abuse, protecting data from tampering and vetting software suppliers.<\/p>\n<p>The US will launch an AI\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/us-launch-its-own-ai-safety-institute-raimondo-2023-11-01\/\">safety institute<\/a>\u00a0to evaluate known and emerging risks of so-called &#8220;frontier&#8221; AI models, Secretary of Commerce Gina Raimondo said on Nov. 1 during the AI Safety Summit in Britain.<\/p>\n<p>President Joe Biden issued an\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/white-house-unveils-wide-ranging-action-mitigate-ai-risks-2023-10-30\/\">executive order<\/a>\u00a0on Oct. 30 to require developers of AI systems that pose risks to US\u00a0national security, the economy, public health or safety to share the results of safety tests with the government.<\/p>\n<p>The US\u00a0Federal Trade Commission opened an\u00a0<a rel=\"nofollow\" href=\"https:\/\/www.reuters.com\/technology\/us-ftc-opens-investigation-into-openai-washington-post-2023-07-13\/\">investigation<\/a>\u00a0into OpenAI in July on claims that it has run afoul of consumer protection laws.<\/p>\n<\/div>\n<p><script async defer crossorigin=\"anonymous\" src=\"https:\/\/connect.facebook.net\/en_US\/sdk.js#xfbml=1&#038;version=v5.0&#038;appId=419051588770002&#038;autoLogAppEvents=1\"><\/script><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Rapid advances in artificial intelligence (AI) such as Microsoft-backed OpenAI&#8217;s ChatGPT are complicating governments&#8217; efforts to agree laws governing the use of the technology.
