{"id":23407,"date":"2023-11-11T03:03:07","date_gmt":"2023-11-11T03:03:07","guid":{"rendered":"https:\/\/news.pakistaninewspaperlist.com\/distinguish-between-afghans-terrorists-bilawal\/"},"modified":"2023-11-11T03:03:07","modified_gmt":"2023-11-11T03:03:07","slug":"distinguish-between-afghans-terrorists-bilawal","status":"publish","type":"post","link":"https:\/\/pakistaninewspaperlist.com\/news\/distinguish-between-afghans-terrorists-bilawal\/","title":{"rendered":"Distinguish between Afghans, terrorists: Bilawal"},"content":{"rendered":"<p><\/p>\n<div dir=\"auto\">\n<p>\u2022 Says \u2018strong-arm\u2019 tactics be used against militants, not people<br \/>\u2022 Nadra profiling illegal immigrants \u2018for future use\u2019<\/p>\n<p>KARACHI \/ PESHAWAR: PPP Chairman Bilawal Bhutto-Zardari has questioned the \u201cstrong-arm\u201d tactics used to repatriate illegal Afghan immigrants and called for \u201cdistinguishing between terrorists and people\u201d.<\/p>\n<p>Talking to reporters in Karachi, the PPP chairman said robust measures needed against the banned Tehreek-i-Taliban Pakistan (TTP) shouldn\u2019t be used against the civilians.<\/p>\n<p>\u201cA distinction must be made between people and terrorists while devising any policy,\u201d Mr Bhutto-Zardari added. \u201cIf you go against people, you will never achieve your target.\u201d<\/p>\n<p>In reply to a question, the former foreign minister said there was a \u201clack of clarity\u201d in the caretaker government\u2019s policy about the repatriation of illegal Afghan immigrants.<\/p>\n<p><strong>\u2018In line with international laws\u2019<\/strong><\/p>\n<p>The government had initially warned Afghan immigrants residing illegally in Pakistan to voluntarily leave by Oct 31. Now, the authorities have decided to expand the action and announced the plan to deport even registered Afghans, according to Balochistan Information Minister Jan Achakzai.<\/p>\n<p>The issue was also discussed in the Senate on Thursday where the house appeared divided over the caretaker government\u2019s decision.<\/p>\n<p>Meanwhile, the Foreign Office has rebuffed criticism over the deportation of, what it called, illegal Afghan refugees residing in Pakistan and said the actions were in line with the established international laws.<\/p>\n<figure class=\"media  sm:w-1\/2  w-full  media--right  media--embed  media--uneven\">\n<p>    <iframe class=\"nk-iframe\" onload=\"setInterval(()=&gt;{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" style=\"height:400px;position:relative\" src=\"https:\/\/www.dawn.com\/news\/card\/1787503\" sandbox=\"allow-same-origin allow-scripts allow-popups allow-modals allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>Answering a question during her weekly press briefing on Friday, FO spokesperson Mumtaz Zahra Baloch said the policy was reflective of Pakistan\u2019s desire to implement its own laws, which include sanctions on individuals who are residing illegally.<\/p>\n<p>\u201cThese laws are similar in many countries, including the United States\u201d, she remarked.<\/p>\n<p>The policy is being implemented \u201cwith full confidence that it was in conformity with international practice\u201d.<\/p>\n<p>She claimed the policy doesn\u2019t apply to individuals who have confirmed refugee status in Pakistan and that the government was \u201csensitive to the concerns some of these individuals may have regarding their return to Afghanistan\u201d.<\/p>\n<p>On the policy vis-a-vis Afghan individuals destined to be settled in third countries, she said Pakistan was in contact with these countries, including the US, to work out the modalities for the settlement process.<\/p>\n<p>Ms Baloch said Pakistan has repeatedly asked the Afg\u00adhan interim government to rein in terrorist groups op\u00ad\u00aderating from its soil. Tali\u00adb\u00ad\u00adan leaders have made commitments with Pakistan and the international community that their soil will not be used against Pakistan, she add\u00aded and called upon Kabul to fulfil this commitment.<\/p>\n<p><strong>Database for \u2018future use\u2019<\/strong><\/p>\n<p>The illegal Afghan nat\u00adionals exiting Pakistan are being profiled by Nadra which will maintain their data \u201cfor future uses\u201d, officials involved in voluntary repatriation of the immigrants told <em>Dawn<\/em>.<\/p>\n<figure class=\"media  sm:w-1\/2  w-full  media--right  media--embed  media--uneven\">\n<p>    <iframe class=\"nk-iframe\" onload=\"setInterval(()=&gt;{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" style=\"height:400px;position:relative\" src=\"https:\/\/www.dawn.com\/news\/card\/1785462\" sandbox=\"allow-same-origin allow-scripts allow-popups allow-modals allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>Nadra was maintaining the data of every illegal immigrant leaving the country, however, the government later exempted women and children below the age of 14. The new database is being maintained on top of the existing record of Af\u00ad\u00adghan Citizen Card and Proof of Registration card holders. Illegal immigrants do not have both, officials said.<\/p>\n<p>\u201cThis is being done for the future,\u201d a senior official involved in the processing of illegal immigrants before repatriation told <em>Dawn<\/em>.<\/p>\n<p>When asked about the \u201cfuture use\u201d of this record, the official said there could be multiple uses which were previously not possible due to the absence of individual profiles. \u201cNow that data of these people are being maintained, including pictures and fingerprints, we will at least be able to identify the culprits in case of any future event,\u201d the official said.<\/p>\n<p><strong>Over 200,000 repatriated<\/strong><\/p>\n<p>The exodus of Afghan na\u00ad\u00adtionals continued on Fr\u00ad\u00adi\u00ad\u00ad\u00ad\u00adday as 3,605 undocumen\u00adted immigrants, including 1,136 men, 810 women, 1,453 children and 206 deportees crossed the border into Afghanistan, officials said.<\/p>\n<p>Since Sept 17, around 200,018 illegal Afghan nationals, including 56,569 men, 43,769 women and 99,680 children, have gone back via the Torkham border crossing.<\/p>\n<p>Officials added that aro\u00adund 51 people from Man\u00ads\u00adehra and 40 from Char\u00ads\u00ada\u00addda, including women and children, left for Afghan\u00adis\u00adtan from the Peshawar holding area on Friday.<\/p>\n<p>The official also infor\u00admed that two Pakistani nationals who were imprisoned for crimes also arrived at the border among the group of illegal immigrants and tried to escape to Afghanistan.<\/p>\n<p>The men, one from Punjab and another from AJK, however failed in their bid after their fingerprints matched with the existing Nadra record.<\/p>\n<p>They were sent back to the respective areas they had come from.<\/p>\n<p><em>Published in Dawn, November 11th, 2023<\/em><\/p>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"<p>\u2022 Says \u2018strong-arm\u2019 tactics be used against militants, not people\u2022 Nadra profiling illegal immigrants \u2018for future use\u2019 KARACHI \/ PESHAWAR: PPP Chairman Bilawal Bhutto-Zardari has questioned the \u201cstrong-arm\u201d tactics used to repatriate illegal Afghan immigrants and called for \u201cdistinguishing between terrorists and people\u201d.
