{"id":19449,"date":"2023-10-30T10:16:07","date_gmt":"2023-10-30T10:16:07","guid":{"rendered":"https:\/\/news.pakistaninewspaperlist.com\/decision-to-expel-illegal-aliens-compliant-with-global-norms-principles-fo\/"},"modified":"2023-10-30T10:16:07","modified_gmt":"2023-10-30T10:16:07","slug":"decision-to-expel-illegal-aliens-compliant-with-global-norms-principles-fo","status":"publish","type":"post","link":"https:\/\/pakistaninewspaperlist.com\/news\/decision-to-expel-illegal-aliens-compliant-with-global-norms-principles-fo\/","title":{"rendered":"Decision to expel illegal aliens compliant with global norms, principles: FO"},"content":{"rendered":"<p><\/p>\n<div dir=\"auto\">\n<p>With only a day to go until the government\u2019s deadline for illegal immigrants to leave Pakistan expires, the Foreign Office (FO) on Monday said that the decision to expel such individuals was in exercise of the country\u2019s domestic laws and \u201ccompliant with applicable international norms and principles\u201d.<\/p>\n<p>The statement was issued in response to the Of\u00ad\u00adfice of the United Nations High Commissioner for Human Rights (OHCHR), which had <a href=\"https:\/\/www.dawn.com\/news\/1784360\">called<\/a> on the Pakistani government to \u201csuspend forcible returns of Afghan nationals before it is too late to avoid a human rights catastrophe\u201d.<\/p>\n<p>While the government\u2019s decision had prompted <a href=\"https:\/\/www.dawn.com\/news\/1779276\">criticism from Afghanistan<\/a>, Pakistan has <a href=\"https:\/\/www.dawn.com\/news\/1779555\/fm-afghan-counterpart-discuss-challenges-to-peace-in-tibet-talks?preview\">said<\/a> that it is not aimed at any particular ethnic group.<\/p>\n<p>\u201cWe call on them to continue providing protection to those in need and ensure that any fut\u00adure returns are safe, dignified and voluntary, and fully consistent with int\u00adernational law,\u201d OHCHR spokesperson Ravina Sha\u00ad\u00admdasani said in a <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.ohchr.org\/en\/press-briefing-notes\/2023\/10\/afghan-nationals-risk-deportation-pakistan\">sta\u00adtement<\/a> from Geneva on Friday.<\/p>\n<figure class=\"media  sm:w-1\/2  w-full  media--right  media--embed  media--uneven\">\n<p>    <iframe class=\"nk-iframe\" onload=\"setInterval(()=&gt;{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" style=\"height:400px;position:relative\" src=\"https:\/\/www.dawn.com\/news\/card\/1784864\" sandbox=\"allow-same-origin allow-scripts allow-popups allow-modals allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>\u201cWe believe many of those facing deportation will be at grave risk of human rights violations if returned to Afghanistan, including arbitrary arrest and detention, torture, cruel and other inhuman treatment,\u201d the spokesperson said.<\/p>\n<p>\u201cWe are extremely alarmed by Pakistan\u2019s announcement that it plans to deport \u2018undocumented\u2019 foreign nationals remaining in the country after Nov 1, a measure that will disproportionately imp\u00adact more than 1.4 million undocumented Afghans who remain in Pakistan,\u201d she said.<\/p>\n<p>In a statement issued today, FO spokesperson Mumtaz Zahra Baloch said that Pakistan had seen the press statement issued by OHCHR.<\/p>\n<p>It said that the repatriation planned applied to \u201call illegal foreigners residing in Pakistan, irrespective of their nationality and country of origin\u201d.<\/p>\n<p>\u201cThe decision is in exercise of Pakistan\u2019s sovereign domestic laws, and compliant with applicable international norms and principles,\u201d Baloch said.<\/p>\n<p>The FO spokesperson added that all foreign nationals legally residing\/registered in Pakistan were \u201cbeyond the purview of this plan\u201d.<\/p>\n<p>\u201cThe government of Pakistan takes its commitments towards protection and safety needs of those in vulnerable situations with utmost seriousness. Our record of the last forty years in hosting millions of our Afghan brothers and sisters speaks for itself,\u201d she said.<\/p>\n<p>Baloch also called on the international community to scale-up efforts to address \u201cprotracted refugee situations through advancing durable solutions as a matter of priority\u201d.<\/p>\n<p>\u201cPakistan will continue to work with our international partners to this end,\u201d Baloch said.<\/p>\n<h2><a id=\"deadline-and-repatriation-plan\" href=\"#deadline-and-repatriation-plan\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Deadline and repatriation plan<\/h2>\n<p>Earlier this month, the government <a href=\"https:\/\/www.dawn.com\/news\/1779106\">gave an ultimatum<\/a> to all undocumented immigrants, including Afghan nationals, to leave Pakistan by Oct 31 or else, risk imprisonment and deportation to their respective countries.<\/p>\n<p>The decision was taken in an apex committee meeting headed by caretaker Prime Minister Anwaarul Haq Kakar and attended by Chief of Army Staff General Asim Munir, among others. The committee also decided that movement across the border would be subject to passports and visas, while electronic Afghan identity cards (or e-tazkiras) would only be accepted until October 31.<\/p>\n<p>Last week, caretaker Inte\u00adrior Minister Sarfraz Bugti <a href=\"https:\/\/www.dawn.com\/news\/1784087\">said<\/a> foreign nationals residing in the country without identity documents would be kept at \u201cholding centres\u201d before deportation to their respective countries.<\/p>\n<p>At a press conference held in the federal capital, the caretaker minister shared the details of a plan to expel refugees, saying instead of keeping them in prisons, the authorities would house them in detention centres set up in all provinces, including Azad Kashmir, Gilgit-Baltistan and Islamabad.<\/p>\n<p>He assured these undocumented immigrants, especially women, children and elderly, would be kept at these centres \u201cwith respect\u201d and provided with meals and medical facilities. \u201cBut after November 1, we will not compromise on the issue of expulsion of illegal immigrants,\u201d he underlined.<\/p>\n<p>Bugti explained that those being expelled from the country would only be allowed to carry their local currency amounting to Rs50,000 per family.
