{"id":18373,"date":"2023-10-27T03:27:31","date_gmt":"2023-10-27T03:27:31","guid":{"rendered":"https:\/\/news.pakistaninewspaperlist.com\/holding-centres-to-house-illegal-immigrants\/"},"modified":"2023-10-27T03:27:31","modified_gmt":"2023-10-27T03:27:31","slug":"holding-centres-to-house-illegal-immigrants","status":"publish","type":"post","link":"https:\/\/pakistaninewspaperlist.com\/news\/holding-centres-to-house-illegal-immigrants\/","title":{"rendered":"\u2018Holding centres\u2019 to house illegal immigrants"},"content":{"rendered":"<p><\/p>\n<div dir=\"auto\">\n<p><strong>\u2022 Caretaker minister says immigrants who procured fake ID cards will be expelled in next phase, warns their \u2018local facilitators\u2019 of action<br \/>\u2022 Cash-carrying limit of 50,000 afghanis imposed on families at time of repatriation<br \/>\u2022 Army chief links security of Pakistanis with expulsion of \u2018illegal aliens\u2019; FO spokesperson rules out extension in Nov 1 deadline<\/strong><\/p>\n<p>ISLAMABAD: As Pakistan ruled out an extension in the <a href=\"https:\/\/www.dawn.com\/news\/1779106\">deadline<\/a> for the forced repatriation of undocumented immigrants, mostly Afghan nationals, caretaker Inte\u00adrior Minister Sarfraz Bugti on Thursday <a href=\"https:\/\/www.dawn.com\/news\/1783849\/with-deadline-looming-govt-finalises-plan-for-repatriation-of-illegal-immigrants\">revealed<\/a> foreign nationals residing in the country without identity documents would be kept at \u2018holding centres\u2019 before deportation to their respective countries.<\/p>\n<p>At a press conference held in the federal capital, the caretaker minister shared the details of a plan to expel refugees, saying instead of keeping them in prisons, the authorities would house them in detention centres set up in all provinces, including Azad Kashmir, Gilgit-Baltistan and Islamabad.<\/p>\n<p><figure class=\"media  sm:w-full  w-full  media--stretch    media--uneven  media--stretch\"><figcaption class=\"media__caption  \">CHAMAN: Local tribesmen, political workers and traders demonstrate on the fifth day of a sit-in against fresh restrictions imposed on crossing the Pak-Afghan border, on Thursday.\u2014AFP<\/figcaption><\/figure>\n<\/p>\n<p>The interior minister said that provincial governments would bear the costs for such centres.<\/p>\n<p>He assured these undocumented immigrants, especially women, children and elderly, would be kept at these centres \u201cwith respect\u201d and provided with meals and medical facilities. \u201cBut after November 1 deadline, we will not compromise on the issue of expulsion of illegal immigrants,\u201d he underlined.<\/p>\n<p>Mr Bugti explained that those being expelled from the country would only be allowed to carry their local currency amounting to Rs50,000 per family. In the case of Afghan families, they can carry 50,000 Afghan Afghanis, he added.<\/p>\n<p>He said that funds exceeding this number could only be wired through proper banking channels. \u201cAll modalities are being finalised in this regard,\u201d he added.<\/p>\n<p>The minister reiterated that he was talking about those individuals living in Pakistan who did not have valid travel documents. \u201cWe will expel all illegal immigrants in phases, and in the first phase, those having no valid documents will be repatriated,\u201d he said.<\/p>\n<p><strong>Fake ID cards<\/strong><\/p>\n<p>The caretaker minister pointed out that those who illegally procured Pak\u00adistan\u2019s national identity cards or passports through the National Database and Registration Authority (Nadra) would also be expelled following the cancellation of their identity documents.<\/p>\n<figure class=\"media  sm:w-1\/2  w-full  media--right  media--embed  media--uneven\">\n<p>    <iframe class=\"nk-iframe\" onload=\"setInterval(()=&gt;{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" style=\"height:400px;position:relative\" src=\"https:\/\/www.dawn.com\/news\/card\/1781102\" sandbox=\"allow-same-origin allow-scripts allow-popups allow-modals allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>He said that the authority was working round the clock to identify and investigate such cases and action would also be taken against those officials of Nadra who were found involved in this \u201cidentity theft\u201d.<\/p>\n<p>The caretaker minister admitted that the Nadra database was compromised and its data was breached in the past. He explained the purpose of appointing a serving general as the chief of the registration authority was to \u201cimprove the situation by clubbing together his experience in security and technology\u201d. It is a matter of national security, he claimed.<\/p>\n<p><strong>Action against local facilitators<\/strong><\/p>\n<p>Mr Bugti warned action would be taken against the properties owned by \u2018illegal immigrants\u2019 and their \u2018local facilitators\u2019. At the same time, the minister also issued a warning to Pakistanis \u201cfacilitating\u201d such imm\u00adigrants and said they were \u201cviolating the law and the government would take strict action against them as well\u201d.<\/p>\n<p>The minister also appealed to all undocumented immigrants to leave the country voluntarily to avoid action. \u201cWe encourage voluntary return,\u201d he said.<\/p>\n<p>He said that the government had done geo-fencing and identified areas where illegal immigrants were residing. Mr Bugti conceded that repatriation of people in such a large number was a \u201cchallenging task\u201d for the state but said that the plan would be implemented after November 1. \u201cThe state has the synergy [to do so]. We have the capacity,\u201d he said.<\/p>\n<p>Speaking about Afghan nationals staying in Pakistan on transit visas, he said the government would facilitate them. \u201cWe are in contact with all embassies including that of the UK, Canada and other countries (on the issue) \u2026 we are not going to harm them,\u201d he assured.<\/p>\n<p>Responding to a question, he said that clear instructions had been given to law enforcement agencies that there would be no manhandling of illegal foreigners. \u201cEveryone, including children, women, and the elderly would be treated with respect,\u201d he added.<\/p>\n<p><strong>\u2018Paramount importance\u2019<\/strong><\/p>\n<figure class=\"media  sm:w-1\/2  w-full  media--right  media--embed  media--uneven\">\n<p>    <iframe class=\"nk-iframe\" onload=\"setInterval(()=&gt;{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" style=\"height:400px;position:relative\" src=\"https:\/\/www.dawn.com\/news\/card\/1783902\" sandbox=\"allow-same-origin allow-scripts allow-popups allow-modals allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>Meanwhile, army chief General Asim Munir, while speaking on the issue of repatriation and deportation of illegal foreigners, said the safety and security of each Pakistani was of \u201cparamount importance which cannot be allowed to be compromised at any cost\u201d.<\/p>\n<p>He was talking to the participants of a security workshop during their visit to General Headquarters in Rawalpindi.<\/p>\n<p>Meanwhile, Foreign Office Spokesperson Mumtaz Zahra Baloch told a weekly press briefing that Pakistan decided to repatriate \u2018illegal foreigners\u2019 in line with national laws.<\/p>\n<p>\u201cThese laws prescribe sanction and punishment of individuals illegally present in Pakistan and that incl\u00adudes deportation of such individuals. That is Pakistani law and the decision to implement these laws has been taken to ensure the safety and security of Pakistan and for Pakistan\u2019s economic strength,\u201d she said.<\/p>\n<p>She confirmed that Pakistan communicated with authorities in Kabul on the return of \u2018illegal Afghans\u2019 to their homeland.<\/p>\n<p>\u201cWe have explained to them that this policy is not specific to Afghanistan; it pertains to all illegal foreigners irrespective of their nationality.
