{"id":13445,"date":"2023-10-12T10:34:00","date_gmt":"2023-10-12T10:34:00","guid":{"rendered":"https:\/\/news.pakistaninewspaperlist.com\/un-experts-say-israels-strikes-on-gaza-amount-to-collective-punishment\/"},"modified":"2023-10-12T10:34:00","modified_gmt":"2023-10-12T10:34:00","slug":"un-experts-say-israels-strikes-on-gaza-amount-to-collective-punishment","status":"publish","type":"post","link":"https:\/\/pakistaninewspaperlist.com\/news\/un-experts-say-israels-strikes-on-gaza-amount-to-collective-punishment\/","title":{"rendered":"UN experts say Israel\u2019s strikes on Gaza amount to \u2018collective punishment\u2019"},"content":{"rendered":"<p><\/p>\n<div dir=\"auto\">\n<p>As heavy Israeli bombardments continued to hit the Palestinian enclave on Thursday, dozens of the United Nations\u2019 rights experts said Israel\u2019s bombardment of the Gaza Strip \u201camounts to collective punishment\u201d.<\/p>\n<p>The statement comes after Israel <a href=\"https:\/\/www.dawn.com\/news\/1780133\">imposed a \u201ctotal siege\u201d<\/a> to stop food and fuel from reaching the enclave of 2.3 million people, many poor and dependent on aid in response to a surprise Hamas offensive on Saturday that left 1,200 Israelis dead, according to officials.<\/p>\n<p><figure class=\"media  sm:w-full  w-full  media--stretch    media--uneven  media--stretch\"><figcaption class=\"media__caption  \">A Palestinian girl reacts in the aftermath of a strike amid the conflict with Israel in Khan Younis, in the southern Gaza Strip on October 12. \u2014Reuters<\/figcaption><\/figure>\n<\/p>\n<p>In retaliatory air and artillery strikes, Israeli forces have flattened entire neighbourhoods, hospitals and schools in Gaza, killing 1,200 Palestinians since Saturday, and displacing more than 338,000. Yesterday, electricity went out after the <a href=\"https:\/\/www.dawn.com\/news\/1780498\">only power station stopped working<\/a>.<\/p>\n<p>While condemning the \u201chorrific crimes committed by Hamas\u201d, the group said that Israel had resorted to \u201cindiscriminate military attacks against the already exhausted Palestinian people of Gaza\u201d.<\/p>\n<p>\u201cThey have lived under unlawful blockade for 16 years, and already gone through five major brutal wars, which remain unaccounted for,\u201d the group, which includes several UN special rapporteurs, said in a statement.<\/p>\n<p>\u201cThis amounts to collective punishment. There is no justification for violence that indiscriminately targets innocent civilians, whether by Hamas or Israeli forces. This is absolutely prohibited under international law and amounts to a war crime,\u201d the group said.<\/p>\n<p>The group said that taking hostages in the context of hostilities also constituted a war crime.<\/p>\n<p>\u201cThe civilians taken by Hamas must be immediately released, pending which their fate and whereabouts must be disclosed,\u201d the experts said.<\/p>\n<h2><a id=\"pakistan-condemns-indiscriminate-disproportionate-israeli-force-against-palestinians\" href=\"#pakistan-condemns-indiscriminate-disproportionate-israeli-force-against-palestinians\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Pakistan condemns \u2018indiscriminate, disproportionate\u2019 Israeli force against Palestinians<\/h2>\n<p>Pakistan strongly condemned the \u201cindiscriminate and disproportionate\u201d use of force by Israeli authorities against the civilian population in Gaza and called for an immediate cessation of hostilities.<\/p>\n<p>Foreign Office (FO) Spokesperson Mumtaz Zahrah Baloch said in her weekly press briefing that Pakistan was deeply concerned by the fast deteriorating and dire humanitarian situation in Gaza due to the \u201cinhumane blockade and collective punishment by Israeli forces\u201d.<\/p>\n<p>The FO spokesperson said that the decision to cut off electricity, fuel and water supplies was \u201cunjust and should be reversed as it would severely impact the lives of millions of people in the enclave\u201d.<\/p>\n<p>\u201cThe current cycle of aggression and violence is a sad reminder and a direct consequence of over seven decades of illegal foreign occupation, aggression and disrespect for international law, including UNSC resolutions that recognise the inalienable right to self-determination of the Palestinian people,\u201d she added.<\/p>\n<p>The FO spokesperson said Pakistan had been constantly warning against serious consequences of Israel\u2019s \u201cescalatory and provocative actions in recent months\u201d. She said the \u201cunprecedented gravity of the situation demands urgent intervention by the international community\u201d.<\/p>\n<p>Pakistan urged the United Nations to play a proactive role in facilitating a ceasefire to alleviate the deteriorating humanitarian situation in Gaza.<\/p>\n<p>\u201cThe international community must work in concert for a just comprehensive and lasting two-state solution with a viable, sovereign and contiguous state of Palestine on the basis of pre-1967 borders, with Al Quds Sharif (Jerusalem) as its capital. Peace in the Middle East will remain elusive in the absence of such a solution,\u201d she said.<\/p>\n<h2><a id=\"blinken-lands-in-israel\" href=\"#blinken-lands-in-israel\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Blinken lands in Israel<\/h2>\n<p>US State Secretary Antony Blinken landed in Tel Aviv on Thursday as part of a Middle East tour to show Washington\u2019s solidarity with Israel and to work to prevent the conflict from widening.<\/p>\n<p>Blinken will also try to help secure the release of hostages allegedly kidnapped by Hamas some of whom are Americans and advance talks with Israelis and Egyptians on providing a safe passage of Gaza civilians out of the enclave before a possible Israeli ground invasion.<\/p>\n<figure class=\"media  sm:w-1\/2  w-full  media--right  media--embed  media--uneven\">\n<p>    <iframe class=\"nk-iframe\" onload=\"setInterval(()=&gt;{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" style=\"height:400px;position:relative\" src=\"https:\/\/www.dawn.com\/news\/card\/1780613\" sandbox=\"allow-same-origin allow-scripts allow-popups allow-modals allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>After Israel, Blinken will head to Jordan, where he will meet with King Abdullah and Palestinian Authority President Mahmoud Abbas.<\/p>\n<p>A senior State Department official, speaking to reporters on the condition of anonymity, said Washington was working to advance talks on providing a safe passage to civilians, including Americans in Gaza.<\/p>\n<p>\u201cThere\u2019s a community of something in the order of 500 to 600 Palestinian Americans, more or less, resident in Gaza. Some of them want to leave \u2026 and we are working to organise safe passage,\u201d the official said.<\/p>\n<p>The United States is talking \u201cintensively\u201d with Israeli and Egyptian governments to help arrange that, the official said.<\/p>\n<h2><a id=\"over-1200-killed-338000-displaced-in-gaza\" href=\"#over-1200-killed-338000-displaced-in-gaza\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Over 1,200 killed, 338,000 displaced in Gaza<\/h2>\n<p>The United Nations said more than 338,000 people have been forced to flee their homes in the Gaza Strip.<\/p>\n<p>\u201cMass displacement across the Gaza Strip continues,\u201d the UN humanitarian agency OCHA said in a statement.<\/p>\n<p>By late Wednesday, the number of displaced people in Gaza had risen by an additional 75,000 people from the figure given 24 hours earlier, reaching 338,934, it said.<\/p>\n<p>In Gaza, officials reported more than 1,200 people have been killed in Israel\u2019s sustained campaign of air and artillery strikes.<\/p>\n<p><figure class=\"media  sm:w-full  w-full  media--stretch  \"><figcaption class=\"media__caption  \">A Palestinian woman covered number of martyrs has risen to around 1,200, and the number of wounded to around 5,600,\u201d a spokesperson for the health ministry in Gaza said.<\/p>\n<p>OCHA said nearly 220,000 people, or two-thirds of the displaced people, have sought shelter in schools run by the UN agency supporting Palestinian refugees, UNRWA.<\/p>\n<p>Another nearly 15,000 people fled to schools run by the Palestinian Authority, while more than 100,000 were being sheltered by relatives, neighbours and a church and other facilities in Gaza City.<\/p>\n<p>OCHA said that around 3,000 people had already been displaced within the enclave prior to Saturday\u2019s attack.<\/p>\n<p>The bombing campaign has destroyed or rendered uninhabitable at least 2,540 housing units in Gaza, OCHA said, citing numbers from the Gaza Ministry of Public Works and Housing.<\/p>\n<p>Another 22,850 housing units sustained moderate to minor damage, it said.<\/p>\n<p>The UN agency also voiced alarm at the significant destruction of civilian infrastructure damaged in the shelling.<\/p>\n<p>Among other things, it said sewage facilities serving more than a million people had been hit by air strikes, leaving solid waste accumulating in the streets, posing a health threat.<\/p>\n<p>Separately, UNRWA said that 12 colleagues had been killed in Gaza since October 7. \u201cUN staff and civilians must be protected at all times,\u201d it said in a post on social media platform X (formerly Twitter).<\/p>\n<p>According to the World Health Organisation (WHO), 11 health workers had been killed over the course of their duties in Gaza, including nine paramedics, a doctor and a member of auxiliary health staff.<\/p>\n<h2><a id=\"3-chinese-nationals-killed\" href=\"#3-chinese-nationals-killed\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>3 Chinese nationals killed<\/h2>\n<p>Beijing\u2019s foreign ministry said on Thursday that three Chinese nationals have been killed in the conflict between Israel and Hamas.<\/p>\n<p>\u201cTo my understanding it has currently been confirmed that three Chinese nationals were unfortunately killed in the conflict,\u201d foreign ministry spokesman Wang Wenbin told reporters.<\/p>\n<p>In addition, he said, \u201cTwo people are uncontactable and a number were injured\u201d.<\/p>\n<p>\u201cWe express our deepest condolences for the dead, and express our sincere sympathies for the families of the dead and for those who were injured,\u201d Wang said.<\/p>\n<p>\u201cChina\u2019s relevant diplomatic organisations abroad are currently engaging in all-out efforts to coordinate the rescue and treatment of those injured, and making arrangements for those who died,\u201d he added.<\/p>\n<p>\u201cWe urge external parties to put full effort into searching for and rescuing the uncontactable people, and take all effective measures to safeguard the safety of Chinese personnel and organisations,\u201d Wang state media said early on Thursday, their first call since a surprise rapprochement in March.<\/p>\n<p>Saudi Crown Prince Mohammed bin Salman received a call on Wednesday from the Iranian leader, Ebrahim Raisi, during which they discussed \u201cthe current military situation in Gaza and its environs\u201d, the official <em>Saudi Press Agency<\/em> (SPA) said.<\/p>\n<p>Prince Mohammed told Raisi that Riyadh is \u201ccommunicating with all international and regional parties to stop the ongoing escalation\u201d, <em>SPA<\/em> said.<br \/>\nHe also stressed \u201cthe kingdom\u2019s firm position towards supporting the Palestinian cause\u201d, it said.<\/p>\n<p>Iranian state news agency <em>IRNA<\/em> also reported on the call, saying the two men discussed the \u201cneed to end war crimes against Palestine\u201d.<\/p>\n<p>Prince Mohammed also spoke by phone on Wednesday with Turkish President Recep Tayyip Erdogan, during which the 38-year-old Saudi leader said he was \u201cexerting unremitting efforts through regional and international communication to achieve coordination that pushes for a halt of the current escalation\u201d.<\/p>\n<h2><a triggered by Hamas\u2019 surprise move last week.<\/p>\n<p>\u201cToday, all the Islamic and Arab countries and all the free people of the world must reach a serious convergence and cooperation in the path of stopping the crimes of the Zionist regime against the oppressed Palestinian nation,\u201d Raisi told his Syrian counterpart Bashar al-Assad in a phone call late Wednesday.<\/p>\n<p>Raisi stated that in order to stop the \u201cgenocide of the Palestinians by the Zionists\u201d, Iran will coordinate with Islamic countries \u201cas soon as possible\u201d, the Iranian presidency website said on Thursday.<\/p>\n<p>Iran on Saturday celebrated the offensive in Israel, though it insisted it was not involved in it.<\/p>\n<p>During his call with Assad, Raisi also lashed out at <a href=\"https:\/\/www.dawn.com\/news\/1758215\">Arab countries<\/a> that have recently <a href=\"https:\/\/www.dawn.com\/news\/1692534\">normalised<\/a> or are in discussion to establish ties with Israel.<\/p>\n<p>\u201cToday, all those who made public their relations with the Zionist regime under the pretext of defending the rights of the Palestinians were disgraced, and it has been proven to the whole world that the Zionist regime is in its weakest state,\u201d Raisi said.<\/p>\n<p>During the call, Assad similarly emphasised the \u201cnecessity of rapid action at the Arab and Islamic levels to protect the Palestinian people, especially in the Gaza Strip, and to stop the Israeli raids targeting children and women\u201d.<\/p>\n<h2><a id=\"brazil-calls-un-security-council-meeting\" holds the rotating presidency of the UN Security Council (UNSC), called a Friday meeting of the body to discuss the ongoing conflict between Israel and Hamas, its foreign affairs ministry said.<\/p>\n<p>Brazilian Foreign Affairs Minister Mauro Vieira has interrupted an Asia trip to travel \u201cto New York to participate in a meeting of the United Nations Security Council, called by Brazil\u2026 to address the situation in the Gaza Strip,\u201d the ministry said in a statement.<\/p>\n<p>Brazil previously called an emergency meeting of the Security Council on Sunday, the day after Hamas <a href=\"https:\/\/www.dawn.com\/news\/1779807\/198-palestinians-killed-over-1600-wounded-in-gaza-air-strikes-as-israel-responds-to-hamas-attack\">launched a surprise attack on Israel<\/a>. At Sunday\u2019s Security Council meeting, members were divided over policy concerning Israel and the Palestinians.<\/p>\n<p>Earlier on Wednesday, Brazilian President Luiz Inacio Lula da Silva called for urgent international action to protect both Palestinian and Israeli civilians, especially children.<\/p>\n<p>\u201cChildren must never be held hostage, anywhere in the world,\u201d Lula wrote on social media platform X.<\/p>\n<p>\u201cHamas needs to free the Israeli children who were kidnapped from their families. Israel needs to stop its bombing so Palestinian children and their mothers can leave the Gaza Strip via the Egyptian border,\u201d he said.<\/p>\n<p>\u201cThere needs to be a minimum of humanity in the insanity of war,\u201d he said.<\/p>\n<h2><a id=\"nato-urges-israel-to-respond-with-proportionality-in-gaza\" href=\"#nato-urges-israel-to-respond-with-proportionality-in-gaza\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Nato urges Israel to respond with \u2018proportionality\u2019 in Gaza<\/h2>\n<p>Nato countries told Israel\u2019s defence minister they stood by his country after the offensive by Hamas, but urged his forces to respond with \u201cproportionality\u201d, the alliance said.<\/p>\n<p>Israeli Defence Minister Yoav Gallant briefed his counterparts from the US-led military alliance via video link as his country\u2019s military carries out a bombing campaign.<\/p>\n<p>\u201cSecretary General Jens Stoltenberg said that Nato condemned the terrorist attacks in the strongest possible terms, adding: \u2018Israel does not stand alone\u2019,\u201d Nato said in a statement.<\/p>\n<p>\u201cAllies expressed solidarity with Israel, making clear that it has the right to defend itself with proportionality against these unjustifiable acts of terror.\u201d<\/p>\n<p>Nato countries \u201ccalled for Hamas to immediately release all hostages, and for the fullest possible protection of civilians.
