Refugees (UNHCR) and the International Organisation for Migration (IOM) \u201cstand ready\u201d to provide support in registering and managing Afghan nationals, the agencies said on Saturday.<\/p>\n<p>The statement comes amidst the government\u2019s <a href=\"https:\/\/www.dawn.com\/news\/1778433\">crackdown<\/a> on illegal immigrants residing across the country.<\/p>\n<p>Earlier this week, the government gave an <a href=\"https:\/\/www.dawn.com\/news\/1779106\/govt-sets-deadline-of-nov-1-for-illegal-immigrants-to-leave-pakistan\">ultimatum<\/a> to all undocumented immigrants, including Afghan nationals, to leave Pakistan by October 31, or else risk imprisonment and deportation to their respective countries.<\/p>\n<p>The decision was taken in an apex committee meeting headed by Prime Minister Anwaarul Haq Kakar and attended by Chief of Army Staff (COAS) General Asim Munir, among others.<\/p>\n<p>The committee had decided that movement across the border would be subject to passports and visas, while electronic Afghan identity cards (or e-tazkiras) would only be accepted until Oct 31.<\/p>\n<p>After the passage of the deadline, the authorities will kickstart an operation targeting illegal properties and businesses owned by immigrants or those being run in collaboration with Pakistani nationals.<\/p>\n<p>The move had drawn a response from Afghan authorities, with Afghan Taliban spokesman Zabihullah Mujahid <a href=\"https:\/\/www.dawn.com\/news\/1779276\">terming<\/a> it \u201cunacceptable\u201d while urging authorities to revisit the policy.<\/p>\n<figure class=\"media  sm:w-1\/2  w-full  media--right  media--embed  media--uneven\">\n<p>    <iframe class=\"nk-iframe\" onload=\"setInterval(()=&gt;{try{this.style.height=this.contentWindow.document.body.scrollHeight+'px';}catch{}}, 100)\" width=\"100%\" frameborder=\"0\" scrolling=\"no\" allow-forms\"><\/iframe><\/p>\n<\/figure>\n<p>In a <a rel=\"noopener noreferrer\" target=\"_blank\" class=\"link--external\" href=\"https:\/\/www.unhcr.org\/asia\/news\/press-releases\/unhcr-and-iom-urge-pakistan-maintain-protection-space-afghans-need-safety\">joint statement<\/a> today, both UN agencies stated they had a \u201clongstanding and strong collaboration\u201d with Pakistan and stood ready to \u201cprovide support in developing a comprehensive and sustainable mechanism to register and manage Afghan nationals, including those who may be in need of international protection\u201d.<\/p>\n<p>It added that the UNHCR and IOM said they were appealing to Pakistan to \u201ccontinue its protection of all vulnerable Afghans who have sought safety in the country and could be at imminent risk if forced to return\u201d.<\/p>\n<p>The UN agencies urged all countries to \u201csuspend forcible returns of Afghan nationals and ensure any possible returns to the country take place in a safe, dignified and voluntary manner\u201d.<\/p>\n<p>They highlighted that Afghanistan was going through a \u201csevere humanitarian crisis with several human rights challenges, particularly for women and girls\u201d.<\/p>\n<p>\u201cSuch plans would have serious implications for all who have been forced to leave the country and may face serious protection risks upon return,\u201d the aid organisations noted.<\/p>\n<p>They also acknowledged the government\u2019s \u201csovereign prerogative over domestic policies, its need to manage populations on its territory, and its obligations to ensure public safety and security\u201d.<\/p>\n<p>Appreciating \u201cPakistan\u2019s generous hospitality towards Afghan nationals for over four decades, despite challenges\u201d, the UN agencies repeated the \u201ccall for all returns to be voluntary, safe and dignified \u2014 without any pressure, to ensure protection for those seeking safety\u201d.<\/p>\n<p>\u201cThe forced repatriation of Afghan nationals has the potential to result in severe human rights violations, including the separation of families and deportation of minors,\u201d the statement emphasised.<\/p>\n<h2><a id=\"govt-firm-on-repatriation-plan-amid-criticism\" href=\"#govt-firm-on-repatriation-plan-amid-criticism\" class=\"heading-permalink\" aria-hidden=\"true\" title=\"Permalink\"\/>Govt firm on repatriation plan amid criticism<\/h2>\n<p>Despite <a href=\"https:\/\/www.dawn.com\/news\/1779219\/concern-over-move-to-expel-illegal-afghans\">criticism<\/a> from within and without, with organisations such as the UNHCR and Amnesty International calling on the government to rethink its plans, the government <a href=\"https:\/\/www.dawn.com\/news\/1779767\">doubled down<\/a> on its policy.<\/p>\n<p>Caretaker Foreign Minister Jalil Abbas Jilani had <a href=\"https:\/\/www.dawn.com\/news\/1779639\/fm-jilani-defends-decision-to-expel-afghans\">defended<\/a> the move, saying that it was \u201cin line with the international practice\u201d. He had said Pakistan had been discussing the migrant issue with Afghanistan \u201cfor a very long time\u201d and called on international humanitarian agencies to help with the process.<\/p>\n<p>Foreign Office (FO) spokesperson Mumtaz Zahra Baloch had <a href=\"https:\/\/www.dawn.com\/news\/1779443\/drive-against-illegal-immigrants-not-targeted-at-any-particular-nationality-fo#:~:text=any%20particular%20nationality%3A-,FO,-Separately%2C%20in%20a\">stated<\/a> that the crackdown on undocumented immigrants was not aimed at any particular ethnic group.<\/p>\n<p>She had <a href=\"https:\/\/www.dawn.com\/news\/1779767#:~:text=Mumtaz%20Zahra%20Baloch-,said,-that%20the%20expulsion\">added<\/a> that the expulsion plan could start with people with criminal records, such as someone involved in a crime or smuggling. Baloch further said that the process would follow an orderly manner, in contrast to what she called misconceptions that all of them would just be expelled in one go.<\/p>\n<p>It was reported this week that <a href=\"https:\/\/www.dawn.com\/news\/1779534\/30-afghan-families-return-home-via-torkham\">30 Afghan families had returned<\/a> to their country via the Torkham border crossing over the last couple of days, with sources saying the new policy had accelerated the process.<\/p>\n<p>A day ago, caretaker Punjab Chief Minister Mohsin Naqvi had asserted that the provincial authorities had <a href=\"https:\/\/www.dawn.com\/news\/1779767\">collected initial data<\/a> on foreign residents.
