Seeks tighter control of solar technology exports, citing national security and growing use in aerospace and defence<\/p>\n

China has proposed export controls on 12 technologies used to make solar equipment, citing national security concerns, as part \u200bof a broader revision<\/a> that also covers AI and biotechnology.<\/p>\n

The Ministry of Commerce proposed adding the photovoltaic technologies to China’s export-control list, it said in a statement on Friday, adding that greater oversight is needed because solar technologies are \u200bincreasingly being used in sensitive areas like aerospace and national \u200bdefense.<\/p>\n

Chinese officials held initial talks<\/a> with manufacturers about potential curbs on \u2060advanced solar-panel manufacturing technologies, Reuters<\/em> reported in April, a move that could \u200bthreaten plans by US firms such as Tesla to expand production<\/a> in the \u200bUS.<\/p>\n

Beijing has also curbed exports of solar-manufacturing technology to India,<\/a> Reuters<\/em> has reported. Analysts say China is seeking to preserve its dominance as India tries to build up domestic \u200bmanufacturing and shake off reliance on China.<\/p>\n

Export restrictions aim to “guard against \u200bthe risks of technologies from running out of control or being improperly disseminated, while \u200csafeguarding normal \u2060international exchanges and cooperation in science and technology,” the ministry said.<\/p>\n

Exporters must now register certain overseas technology transfers until the export-control catalogue is formally updated. Public consultation on the proposal will close on November 15.<\/p>\n

China would \u200bban technologies including \u200bthose used to \u2060make some thin wafers, perovskite and tandem solar cells, as well as large-scale fluidized-bed polysilicon production technologies.<\/p>\n

Perovskite is \u200ban emerging technology that offers the potential of increased \u200bconversion efficiency. \u2060Tandem cells combine perovskite and silicon layers to capture more of the sunlight spectrum.<\/p>\n

Fluidized-bed technology for producing polysilicon \u2014 a key building block for solar panels \u2014 \u2060is \u200bless expensive and more energy-efficient than the \u200bdominant Siemens process.<\/p>\n

China would also restrict, but not prohibit, exports of advanced solar cell manufacturing technologies, \u200bincluding TOPCon, HJT and XBC.<\/p>\n<\/p><\/div>\n","protected":false},"excerpt":{"rendered":"
